i spoke with governor hickenlooper: of colorado. that is something he said we are really going to be talking about. he has a big initiative on how states can be more effective. he is a former businessman himself. whether you believe in small or big government, everyone believes in good government. so that is one of the aspects. the other big reason is that this is where they get a lot of their money. a third of the state possible budget comes from the -- state's budget come from the federal government. on monday, they will be meeting with the white house, and governor -- governor hickenlooper: and governor herbert both set of -- set -- sat with a few of us reporters yesterday and outlines those issues several -- that would tax think that you buy online, things that you buy on amazon. they are going to talk about immigration. they're going to talk about trade deals. there is a lot of their plate for monday. host: a third of the state's budget come from the federal government. how does that fall down? guest: a lot of it comes in the f

as i governor hickenlooper and herbert have a great relationship.seen them interact many times. they are jovial. they joke with one another. obviously, they disagree on a lot of issues, but they do steal ideas from each other. even yesterday, governor hickenlooper was talking about an idea he stole from utah. an initiative called 66 by 2020 in which they are shooting to get safety 6% of residents -- six the 6% of residents -- 66% of residents to hold a technical degree. it is about sharing ideas. pedro: a lot of the states were affected by the affordable care act. how are they faring? niraj: the big question is what happens with the supreme court. we just read about this this week. this case could devastate the law as it is being implemented. it is about subsidies. the issue at hand is 13 states have set up their own exchanges. the rest of the states are not on their own exchange, they are on the federal exchange or some variation. the administration argues that the law says -- the law was created with the intent that subsidies would be available to

there are a number of issues that governor hickenlooper has already touched on.ou are number of issues opportunities. if you think back, working in a bipartisan way led to welfare reform a lead to legislation. it was led by the states, and passed into law by bill clinton. that's the way it should work. the national governors association provides us with an opportunity as governors they come together, have healthy discussion debate, and see where we can unite ourselves to help influence policy here in the united states congress. whether that is with our commerce committee that will meet today -- again, i've already mentioned governor bentley and the governor from vermont. they have been called on to speak before the senate committee on environment and public works to discuss some long-term fixes to our infrastructure. as it has been mentioned by governor hickenlooper, talking about flexible federalism, there needs to be the opportunity in states -- in fact, the common think you will hear is give the states more autonomy and flexibility to do what we need to do in

governor hickenlooper: well, i think there is a normal dynamic. there is a tension between governors and congress. it is just natural. it is always there. i am not sure this congress is going to relate to last congress. but certainly we are at a point where the bitter partisanship in congress has restrained the ability to really get things done and solve his problems like immigration or, you know, have a national energy policy. again, i don't think it is useful to compare whether it is worse than it has ever been. but it is not good. you go back to the, you know the level of bitterness that comes out of campaigns with all the negativity and the attack ads. you do see it occasionally, but you rarely see an attack ad in the private sector, right? you don't see coca-cola doing a attack at against pepsi, right? coke would attack pepsi, pepsi would attack coke, you'd depress the entire product category. to a certain extent, our system is depressing the category of democracy. young people turning off the news and are not reading the newspaper. i going i
