hicks. what you have in front of you is a breakdown of the year-to-date homicide statistics for 2011 and a comparison with the same year to date numbers for 2010. first, you will see that in 2011 we have had 20 homicides compared to the same -- compared to 12 in the same period in 2010. we have closed nine of those cases by arrest compared with five from 2010. this shows the tremendous work being done by the 17 investigators that work homicide and the four that were cold case. it is also indicative of the amount of work they put in durget initial hours after a homicide. you may have heard it referred to as the first 48. i could not be prouder of these individuals. the countless hours they dedicate to their cases, never giving up on them. just this last week we cleared a case from a 2006 homicide. in 2010 homicide investigators cleared a total of 14 cases from previous years. next you see clearances of additional cases. some of you may recall two high-profile cases we had last year. the first

and, one of our key contributors, india hicks is joining us now.he was in the wedding of princess diana to prince charles 30 years ago. you're an author, living in the bahamas with four children. you're about to launch a jewelry line. we'll talk about that in the week ahead. it's good to have you here. tell us about the morning of. 30 years ago. the morning of the wedding. what was the atmosphere like? the mood? >> exciting. diana was young. but she was very strong. i think she had definite ideas about how the morning would be running. there were poignant moments. i saw her in a pair of jeans with a tiara on her head. what a sight. it was an exciting morning. lots of mayhem. we were at clarence house. diana had spent the night there. everybody was feeling warm. the emmanuels were the dress design peppers there was action ever where. >> she was watching tv? >> she was watching herself on television. it was still new to her. she kept pushing everyone out of the way. she wanted to see herself. >> i'm so glad she was relaxed that morning. we hope the s

. >> good evening, commissioners, chief, director hicks. it is my great pleasure to be here to give you a brief rundown on the three issues i was asked to address, those being the violent crime information year to date compared with last year, violence crime reduction programs implemented in the mission of the last few weeks and the results, and the community outreach efforts and violence reduction efforts between the police and the community over the past few weeks. and i will address them in that order, starting with the crimes in the mission district, the year to march 26, compared with the same time it in 2010. we have had one homicide so far this year, and we had one homicide up to this point in 2010. we're hoping to keep it at one. last year we wound up with six homicides, and that was too many. we're going to try to keep it at one this year. last year at this time, there were five rapes in the mission district. we have had three so far. robberies are slightly up from last year. last year we had 122 robberies. in the same time frame t

. >> good evening, commissioners, directive hicks, chief sawyer. i am the captain of the forensic services division, here to give a report on the dna backlog situation. since i last addressed this commission last year, we have an implemented several protocols to virtually eliminate any backlog in our dna testing. we have offenber labs audited, and we been using the vendor lab as a resource to work the overflow capacity of the case work. so we have virtually no backlog at this time. our analysts are currently working about 101 cases, and the offender lab has 123 of those cases. -- the vendor lab has those. they reviewed by our management, and those that are overflow that cannot be handled by our analysts are sent to the vendor lab. we get a purchase order, we have a property control officer bring them to the outside lab to get worked out. so nothing is languishing. we currently have also, to help us out, we have more personnel coming for the crime lab. we have been testing. we have requisitions, active lists. we have just completed testing, and we h

robert hicks is the author of the widow of the south, about the battle of franklin.s charge, dedicated to preserving the battlefield. he calls this place hallowed ground. how is it that what you describe as hallowed ground has become a dominos pizza? >> i think that franklin wanted to forget, you know, remember 750 men and women, children, black and white, crawl out of their cellars and they're faced with 10,000 casualties. i think they wanted to move on. >> reporter: nearly 1500 confederate soldiers killed in battle of franklin are buried here next to what was a golf course. the golf course, the cemetery, all of this was part of the battlefield. >> we were able to raise over $5 million to buy this. it will be completely reclaimed. no golf tees. no tennis courts. you'll see the battlefield where many of these boys died. something important happened here. this place and in all the battlefields. >> reporter: hicks has the answer for anybody who asks. after 150 years, why not just let the civil war be forgotten? >> it's something to be honored and to be commemorated and
