hideki yui, nhk world, kabul. >>> all right.e on to weather now with rachel ferguson. >> it's been cloudy across much of central japan. tomorrow, though, there's going to be the potential once again for pop-up thunderstorms. seeing some cold air move in aloft. and that's when we can get those sudden showers and storms. there's not just central japan. also the beijing area and also western mongolia out towards the north seeing areas of cold air aloft, moving in and so there will be the potential for those pop-up storms. however, more persistent rain is occurring down towards the south. a front moving across taiwan into the southwestern japanese islands. so heavy rain here. also a low just sitting east of the philippines. you can barely see the philippines underneath all of that rain. i promise you it's there. this low is really helping to enhance all of the moisture coming in across the country so you'll be seeing heavy downpours into the weekend. and there's even potential to see this tropical low develop. we'll be keeping an ey

hideki yui, nhk world, kabul. >>> it was a pleasant day here in tokyo with some overcast.like more unstable weather in the philippines. robert speta has the details. robert? >> there is a tropical depression east of isais right now. you see the cyclonic circulation forming up here as it does push off towards the northwest. and with that, you're going to be expecting some further intensification. the japan meteorological agency here, the official forecasting agency out in the western pacific for tropical systems, is expecting this to go up to a tropical storm within the next 24 hours. with this is going to be bringing is a threat of some heavy rainfall across most of the philippines here. you see areas in reds, those are indicating up to about 100 millimeters in the next 24 hours. and already in manila, you're seeing some flooding reports due to some of these bands pushing into the center of the circulation. not only the floods, but then what comes with that is the risk of landslides on some of the steeper elevations. we'll keep you posted as the system does continue to dev

hideki yui, nhk world. >>> next, there's been another development surrounding the south china sea territorial dispute between the philippines and china. a new class of submarine belonging to the u.s. navy docked at a bay near the contested area this week. observers say the presentation of the submarine is an indirect message to china. the philippine navy issued a statement saying the "uss north carolina" is making a week-long routine port call. the u.s. navy also mentioned the visit on its home page. the navy said it was proud to be working toward stability in the region. a routine port call like this is rarely announced so publicly. it's being seen as a message intended for china. the foreign secretary of the philippines stressed his country's strong military ties with the united states. >> we have a strategic partnership. we have a treaty alliance, the only one that we have. and the foundation of our relationship is very solid. >> not all filipinos welcomed the presence of the u.s. nuclear submarine. according to local media, some protested that it would antagonize relations between the phi
