ambassador tai: congressman higgins, thank you for that set of statistics. i think that it does paint a very stark picture about where we've come from, where we are right now. but i also think that it paints and sets up a really a motivational picture too in terms of where we can go. i talked in my opening statement about the need to level the playing field, to have fair trade, and to have compliance with international norms and rules. and i've talked quite a bit with a lot of your colleagues on the committee about robustly using the tools that we have and then needing new tools. i will go back to a framework that i found very useful, which is in terms of leveling the playing field and enforcing fair trade. those are really defensive tools. those are, you know, to push back on practices and impacts of policies that have a negative effect on us. we can't just play defense. we need a very, very strong offense. and to your point about the infrastructure, about looking forward in terms of the kind of economy we can have, the kind of leadership we can maintain in

higgins: i thank the gentlelady, my friend and colleague. thank you, mr. speaker. mr. speaker, to be a police officer, it's not a -- it's not something we do. it's someone that we are. i was a military police officer in the army and went on to serve for 12 years as a uniform police officer. 12 years swat operator. buried far too many brothers. there's -- there's a time in every man's heart where we have to make a decision what we're going to do with our life, that day, that week, that month with our families, with our career, with our life. and as i reflect upon my career as a police officer prior to my congressional service, i think about the 8 1/2 years of night shift and the exchange that my wife and i would have every evening as she returned from work and i was preparing to leave. she would have my little meal prepared, a brown bag to take with me. she would say, be safe, come home to me. and i would say, don't worry about me. worry about the other guy. every police officer has a little exchange like that with their loved one before they begin their shift, because

higgins: entering into her eternal rest a few short months ago, mrs. lawly was the matriarch of the lawly family of buffalo, new york and beloved by all those who came into her life and was a champion for those who had none. born rosemary o'connor in south buffalo, she was a graduate of mount mercy academy nursing school. she met the love of her life, bill. together they raised six children who each continue in their footsteps giving back generously to the western new york community. rosemary lawly was one of a kind. a graceful, thoughtful woman whose commitment to faith, family, and community set examples for so many and most particularly her grandchildren and her great-grandchildren. while her loss leaves an irreplaceable void atop the family, her legacy shines on through her family, through the many charitable works for which she is best known. i am honored to remember her on this beautiful day on the floor of the united states house of representatives. in this good and generous nation and the capitol of the united states of america. i yield back. t

it was the topic of a subcommittee hearing last month featuring the ranking member, clay higgins of louisianagiving his take on what was going on at the border. here is some of what he had to say.
