there is a divide between this project and the rest of rencontre hill -- rincon hill. >> it is there additional public comment? seeing none, public comment is closed. >> i have a question. we had this discussion with treasure island. i would assume that the 57 sense that we're able to utilize this is a product and we can utilize a higher percentage if we were able to use these for -- is that true? >> we are in the best position of any city in the state. we have 57 cents to play with. many cities have even less. assuming that we development goes away, san francisco is actually in the best position to do the public improvements because most of the other cities don't have enough of a share. we're actually in better shape. this is applicable to any that might occur within the city and county of san francisco. this is not just restricted to a certain one. that advantage exists anywhere in the city. >> there is an argument that we can increase the percentage up to about 64%. 65% if it is diverted before it is sent to the three special funds. this ranges from 57 cents to about 64 cents that

it is up on a hill. without service, it is isolated. another thing i am working on is trying to get more taxis onto the street. a world-class taxi system is a complement to any public transportation system. >> how do you think the police department is doing? do you have any thoughts on how the city is dealing with crime? >> i was a big supporter of chief gaston. i think he will do a great job in the district attorney's office. part of me was sad to see him go from the police department. he had come in and started modernizing the department. it's technology -- a lot of different changes that needed to happen but were not happening until he came in and start of the department on the right path. it is critical that whoever the next chief of police is continue that modernization of the department. it will have benefits citywide. in my district, we have public safety challenges. the district is often viewed as a "safe district." we do have violence. we had a bunch of violence around delores park last year. there have been robberies in glen p

i live in the rincon hill area. you may have noticed out of 700 folks, 32 children live in that building. the traffic issue is the big one for me. it is the big concern. walking up to market street to catch a metro train to this hearing, i observed a mother walking her stroller across harrison street at main street legally and a car lurged around from main street and laid on the horn and was honking at this mother walking her baby stroller across the street. we have a horrible traffic congestion problem right now. and i hope that we're right that we can set a congestion charge on the island so that the noolings have the one vehicle -- folks that have the one vehicle per one unit choose public transits but i'm doubtful. in my neighborhood, the rincon area plan has a one parking space for every two units unless there is some mechanical parking. some buildings have a valet because they are built for fwolings lots of money and they can afford to pay for those services to go get their car. in my building, ookt half of th

starting on capitol hill, susan? >> budgets, are political documents by nature. paul ryan said this isn't a budget, this is a cause. you talk to democrats and they say what obama said this was the opening salvo in the 2012 presidential campaign. i think we're seeing the broader agents -- arguments we'll have in 2012. it's going to be about fiscal responsibility and health care. medicine care and our social safety net is probably going to be the biggest clash between the two parties and we're going to have another argument over tax cuts. the bush tax cuts and the president saying this week, i extended them once, i refuse to do it again and having republicans on capitol hill saying we're not raising taxes. >> both you and janet spent your week prowling the granite halls on capitol hill and one thing that john boehner, the speaker of the house said, said he's succeeded in shifting the debate into a debate about spending cuts, not about spending. is he right? >> the frame of the debate really has shifted in that direction, whether boehner is single-handedly responsib
