nbc's chris jansing is at the white house and kelly o'donnell is on capitol hill. ladies, thank you for joining me. kelly let's start with you. there does appear to be a split message between the white house and what we're hearing out of the speaker's office. how do they reconcile these two things? >> well we know katy donald trump has made himself this negotiator-in-chief. the dilemma is the rules of capitol hill are at times not so movable and that's what paul ryan and mitch mcconnell have been talking about, the mechanism to try to get this bill passed and to do it in three different steps. there's not as much wiggle room there as one might believe. it's sort of like if you go into a courtroom you have to follow the rules of procedure and a judge will tell you if you've crossed over the line. on capitol hill there are specific rules and one of the things that house republicans are trying to do is to get this passed in what is known as a privileged bill,meaning no changes can be made. reducing the risk fos are democrats to slow it down, stop it or change it. from
