this is the bottom of the hay street hill. by the time runners get to this point and down the hill, they are about halfway through the 7 1/2 mile run. now, this is one of the places where the not so serious runners -- you mentioned the elite runners, but the majority of the people taking part are in it for the fun of it, not a timed competitive event. this is one of the intersections, one of the places where people slow down so spectators can take in the elaborate costumes. years ago this was one of the neighborhood spots where a lot of residents complained about trash and public urination. now there are more than 1,000 portable toilets on the route and changes over the past few years to the rules to bay to breakers improved things for the people around here. some of the changes included a ban on floats. years ago people would built elaborate floats. some had kegs on wheels. that is not allowed any more and hasn't been for several years. alcohol technically isn't allowed but people find ways to get around that rule. but they a
