good evening, hillary. >> reporter: good evening, larry are.l, the white house is calling this the art of seeking common ground, but a republican source familiar with these negotiations tells me, bottom line, this deal is bad. here's what the white house came to the table with today. they dropped down the cost to $1.7 trillion, that's down from the $2.25 trillion they wanted. they also dropped down spending for broadband to $65 billion matching what republicans wanted to spend. they did budge a little bit on spending for roads and bridges, bringing that down to $120 billion, but that's still $5 billion more than what republicans were willing to spend. they did cut some of the costs, but they did not trim the fat. things republicans go well beyond hard infrastructure, and it's those unrelated extras that republicans are rejecting. there's still a lot of money for green initiatives and also money for what biden calls the care economy. and a republican source familiar with these negotiations tells me it's still very close to biden's original plan.

hillary? >> hi, neil. ear marks coming back to capitol hill means the next budget bill could be served up with a big size of pork because ear marks went away after some of the pet projects a decade ago were considered politically scandalous. today house democrats are leading the comeback and promising to build back trust among taxpayers to foot the bill for special projects convincing them that congress should spend billions of taxpayer money on projects that not all taxpayers will get to benefit from. that might be a challenge. some of the requests already coming in are a little unique. one request from lawmaker al green in texas, $6.4 million for a gandhi museum. another request, $400,000 to put toilets in a hiking trail in texas. another $400,000 in wisconsin for a cranberry research station. others putting -- other requests are more -- considered more politically scandalous by conservatives that have concerns that they're pushing progressive priorities. one request, $742,000 for a program that features

i see her as the bridge between eleanor roosevelt and hillary clinton. she has the the commitment to developing a policy agenda that reinforces and elevates her husband's that eleanor had she has the public role not quite as broad because she didn't have a radio program. she didn't have a column that eleanor did but this was a woman who was out campaigning for her husband then working really hand in glove to elevate his presidency. er was in the white house obviously much longer than lady bird was but i see lady bird then coming in and modernizing the office of the first lady really the first person to do that since after world war ii in my view with a policy staff in the east wing with the communication strategy and staff in the east wing and really becoming part of the political operation of the west wing which of course brings to mind the office the way that hillary clinton operated when she was first lady as far as rank order. that's a tougher one for me to to answer but i do think she's one of the most significant certainly of the twentieth century
