commissioner hillis: how were the alternative selected to the eir? >> the local coastal permit has no requirement for consideration of alternatives. it could have ms. jones discuss the finer details of the eir. -- you could have ms. jones discuss the finer details of the are. >> the alternatives included in the eir under ceqa are those that would review -- to reduce or avoid the significant impact of the project and so that was the guiding principle by which we identified alternatives. in the case of this project about which the planning department felt that it was appropriate to identify an offside alternative. often, we do not have those because they're not feasible. the property is not under the control of the project sponsor but in this case, the project sponsor has other properties. we did ask there be an off site alternative and chose the west sunset site. we considered another outside alternative or two sites that were rejected as alternatives. there were built within golden gate park as well. one at polo fields and golden gate rec. both had t

commissioner hillis: 3 twins? >> they want to move back in as well. commissioner sugaya: i had a similar question because of an experience i am well aware of. . a building across the street from me when a fire. i will not go into it. the formula retail -- one of the considerations is whether there are other formula retail establishments in the area. the analysis says the proposed formula retell use will replace the existing formula retail, not affecting the current concentration of formula retail uses. we do not know what the concentration is. >> we did not go out and do math surveys, the way we have four others. the legislation does not establish a threshold for a caps -- or a numeric cap. it is just saying it will not affect the concentration. seeing as this is an exact replacement in the same building space, we felt this would not affect the concentration in the district. we felt it was not necessary to do. commissioner sugaya: i guess i am of the opposite opinion, thinking we should have had a list of formula retail uses, just in case we decided t

commissioner hillis: thank you for the presentation. you mentioned some of this is geared to getting projects out more. what percentage of projects choose that option now? >> it varies year to year. we have seen a steady decline over the last decade. i do not have the statistics in front of me, but i think -- oh, yes i do. [laughter] it is amazing. from 2002, 2011, -- from 2000 to through 2011, completed projects around 60% -- from 2000 to -- from 2002 through 2011. we would like to get that percentage of. the intention is to improve upon that. >> then the ami targets -- commissioner hillis: then the ami targets, you said moh target 60% or below. affordability gaps tend to be lower in this targets. who decides who target? >> that would be a policy decision. it is not specified over then an overall cap of 120% with the exemption or the exception for the first responders. many of our programs often target lower income than 60%. 60% is a threshold that corresponds to tax credit programs, which is a principal source of leverage funds. very

in many cases we have many properties and many businesses on a very hillie street. streets in excess of 5% and in some cases, 15% or 20% where they're to provide an entryway. what we try to do as the department is to work with a design professional to identify ways where they can modify the sidewalk and the curb to provide accessibility to not only the business but also to maintain the path of travel along the salk so someone in a wheelchair can access the sidewalk continually without running into on instructions, such as ramping. in the many years i've worked with the department, we have processed hundreds of these encroachment permits a year. quite of bit of them are related to disability access. there were -- there are other encroachments that we do issue that are not related. in terms of process, obviously, this is a situation that the department is usually approached by the business owner or the property owner. usually after the fact where they're in the process of a tenant improvement or it is the result again in many cases of a lawsuit, where they need to do
