. >> hipa is? >> the health insurance portability act which the law of the land for privacy and security and expediting transactions. >> you talked about working with partners. talk about the partnership and how you keep from getting in each other's way? >> we understand what we do. a lot of my first few months has been explaining and how we are involved in health care. the most commonly misunderstood part where we are involved is we subsidize broadband for rural organizations. we are trying to make broadband affordable for rural and urban providers and everybody in between. this aligns with efforts by medicare and other folks to connect people. explaining that to them and how the health care connect fund can support their effort is a real eyeopener. i spend every thursday afternoon at the fda talking through thing and we have meetings with engineering and technology. we did a workshop with them and will do more in the future. it is a technical conversation but getting to know people individually a

. >> once you have it in your hands, it is outside of the realm of hipa protection and occupy to you to determine what you do. there is going to be opportunities to plug into apps and tools in addition to doing simple things like reading over your health record and making sure it is correct. so simple things. and plugging it into apps and tools so you can remember to make medications or maybe enter into a competition with friend or family members about, you know, exercising more or manageing a certain health indicator. keeping blood sugar under control or not eating too many cookies during the holiday. we want to give folks guidance on which apps and tools are useful to them. >> because you are concerned about the consumer, do you have to convince those in the federal government on better and clearer ways to communicate about what they are doing and health information? >> i think a lot of folks are increasingly within the federal government and private sector is realizing the consumer is on underutilized resource. we are trying to imprub health care and the only way we will get there
