and i believe we can actually cross to hoda who is there right now.a what more can you tell us about this tense standoff that happened at bell bank? >> well it's more that tensions are very high here and everybody is quite jittery. from what we understand is ukrainian soldiers walked out of the base just behind me, towarding the airstrip about 200 meters to my right, and that's where they were face-to-face with russian socialeds. the russian soldiers seemed to be jittery as well. so one of the russian soldiers fired the warning shots into the air. we asked the ukrainians what were you going to try to do? and they said they were trying to resume their job, which is basically maintenance of the machinery on the airfield. at the moment, they are negotiations inside the base between the ukrainian commander and russian commander, and they should be telling us a bit late whatever is the outcome of that. >> -- the ukrainian soldiers standing down? >> reporter: well, i think that it's a matter of -- you know, when you speak to them -- and i was in [ inaudible

let's get more from hoda abdel-hamid, in crimea. the crimea is an autonomous period, it's been under russian control for the past few days. how significant is the parliamentary vote? >> we have to see who voted exactly, because remember here we have a prime picture who -- a prime minister who basically took it by force, in the sense that men in the middle of the night stormed the building, took over the building and at some point some mps went in and this new prime minister was put in place. now, he comes from a party called the russian unity. he is not popular. in the last elections he had 4% of the vote. he says he's the man in charge and has control over the armed forces and police in crimea. from what we understand, some of the mps were not there. it was taken by surprise, we did not know that it was going to happen. 71 out of 100 mps were voting there. i think the idea that they brought this referendum forward, because it was set for may 25th, then went to march 30th, and now apparently march 16th is probably because this new g

report hoda abdel-hamid of 13 russian aircraft carrying unidentified troops. is it clear they are russian soldiers? >> well, according to the authorities in kiev they are russian authorities, even though russia denied the reports. when we asked the soldiers (played around the parliament building, "who are you?" the answer we get is no comment. the one thing we can say is it looks like the man who appeared in front of the airport here yesterday. they appear to have the same gear and weapons. just in front of them is a role of men who have an orange and back insignia showing their allegiance to russia. they say they are self-defense unit and are doing the same as what was happening in maydan. they say they are here to protect the constitution, the legitimacy of the parliament he and to make sure there's no chaos in the country. they say having russians helping them out is not something bad, and the prime minister, the regional prime minister has asked russia to help brink stability to the area. some see it as a good thing. we heard reports that the prime ministe

hoda mentioning the russian strong hold.ive us an update on what is happening here the port today. >> reporter: well, del, russian ships outside the harbors continue to blockade all of the ukrainian ships here. they control the harbor behind me, and the days that are home to the russian and ukrainian black sea fleet. this is a naval town but has been home to both the russian and black sea fleets. they were divided in 1998, 80% of the fleet went to russian and 20% went to ukraine. they live together here, the officers work together here, there is one base that is still a joint base here, so this divide is very, very deep for many of the people here. it is pitting neighbor against neighbor, one woman told her husband is go ing to have to leave because this is going to become part of russia and because he is ukrainian and won't switch sides and they will have to leave. >> jennifer any indication that the russian presence is going to decrease? >> reporter: no, del, the russians are dug in very deep. they are blockading every mil

al jazeera's hoda abdel-hamid is in the crimea capital. it's after seven in the morning there. new developments to report in that area around parliament. >> yes, certainly something that wasn't there yesterday as of midnight. today what you have is you have a row of men dressed in civilian, with orange and black insignia indicating that there's an allegiance to russia. behind them are men in military fatigue, carrying weapons. now, we have been asking who are the men. we haven't been getting a straight answer. they look like the same men that appeared in front of the airport yesterday. now, no one is allowed near the parliament building at this stage, even though we have been watching these men with the russian insignia telling civilians don't go that way, diverting the people walking in the area. we show soldiers taking defensive positions in front of the parliament building. when asked why are you doing that, we were told, "we are trying to protect the region", we don't want the chaos in kiev. when we ask the men in black who they are, we are the self-defence unit like the on

first, let's go to hoda abdel-hamid in crimea for more on the military stand off. what are they telling you there? >> well, at the moment the standoff continues, even though the ukrainian soldiers are inside the base, and the - we think the russian soldiers are surrounding the area. you also have a line of self-defence units that are basically russian eth nicks that support the russian soldiers, who are preventing access to that base. earlier we saw a truck of ukrainian army trying to get access to the base. they were prevented and had to take another route. we think they entered the base from the back. this is a pattern that we have seen throughout the peninsula. the russian soldiers quietly and steadily spreading over the peninsula. they took over a base in balaklava in the south, but we have seen them spreading their tent concludes in the border between crimea and the ukrainian mainland. >> they arrived and blocked access to the base. the ukrainian servicemen inside, refused to surrender. residents of the village turned up to lend support of the russians surroun
