joining us, david sieberg and craig hodges, co-portfolio manager of the hodges small-cap fund.avid, does that suggest that there's an irrational selloff going on right now if they are selling everything. >> selling things broad-based. it's an orderly selloff but there's a risk-off mentality going on and it seems to be more broad-based. when you look at different sectors you have to break it down in an intelligent way. look at tech. tech, is you know, a general risk-off, sore institutional holders sell these names and go into more value tech names. biotech, large-cap biotech extremely difficult. not seeing the core holders take money off the table. maybe trimming here and there, but we're not seeing them bolt out of those names. not seeing broad-based selling. i think it's a very different way to look at the two sectors. my two picks, gilad and biogen. should be bought here and bought aggressively. >> gilad, the one that started this whole thing when henry waxman and congress questioned their pricing of a drug, right? >> yeah, absolutely. the stock's come back. stock came in fro

president, first, i ask unanimous consent that diana hodges and benjamin roland, interns with the education and pension committee be granted floor privileges for today's session. the presiding officer: without objection. mr. harkin: mr. president, i want to take a time this morning to talk about an issue that has been brewing for a long time, is going to be coming to a head here in the senate sometime in the next several days, i hope, and it's one which compels us, compels us to do something. and that is to raise the minimum wage in the united states of america. mr. president, we have waited too long to do this, and so we have to act on it as soon as possible. so i'd just like to point out some of the data and some of the statistics confronting us right now. first of all, why should anyone be afraid of voting to raise the minimum wage? the american people are way ahead of us on this. you look at the polling data. to increase raising the minimum wage to $10.10 an hour, all voters, 73% -- democrats 90%, independents 71%, and even republicans 53% -- say we ought to be raising the minimum wage.

some time just to talk about these issues, when it comes to trade adjustment assistance, there's a hodge possible of programs -- hodgepodge of programs across the country, and the truth is the jury's kind of out still. some work,some don't work. might i suggest that we adjust more to community colleges? i think that would be the atmosphere which would be more conducive to preparing people for the skill set they're going to need if they're dislocated because of changes that trade may have created. so give you some time on both points. >> okay. well, thank you, mr. neal, and certainly we agree depletely on the -- completely on the importance of enforcement, and we've had a very robust enforcement agenda throughout this administration. we've brought more case toss the wto than ever before, we've doubled the rate on cases against china. we've created the interagency trade enforcement center based at ustr with a lot of support from congress but also from a number of other agencies which has allowed us to put together her complicated, complex cases to be able to bring to the wto under our trad
