hoeven: thank you, mr. president. i'd like to thank the esteemed senator from wyoming for leading this colloquy. really, our effort here is to address the problem in real terms, address in real terms the problem that the legislation we have on the floor right now, unemployment insurance bill, to truly address the problem, which is getting people back to work rather than additional government payments added onto the payments that are already made. what we're trying to do is help make sure there is a job to get people back to work, and energy is an incredible opportunity to do just that. and so when we talked about this energy legislation, it's about producing more energy for our country, but it's about jobs, it's about economic growth, and it is about national security. so i want to again commend the esteemed senator from wyoming for leading the charge on legislation that would allow us to export liquefied natural gas. we currently consume in the united states on an annual basis about 26 trillion cubic feet of natural

i yield the floor to senator hoeven. the presiding officer: under the previous order, the time until 4:45 p.m. today will be under the control of republicans. the senator from north dakota. mr. hoeven: thank you, i rise to discuss the keystone x.l. pipeline project, and i'll be joined by a number of my colleagues, and i want to thank them up front for joining me. they'll come today with the same message that i have, and that is that the keystone x.l. pipeline project is a project that has now been under review by this administration for more than five years. we are now in year six. so we're here today on the floor of the senate asking quite simply for a vote to approve the keystone x.l. pipeline project. i put legislation in on a number of occasions. in 2012 we approved a time limit for the president to make a decision. i believe that bill got on the order of 73 votes, strong bipartisan support. we attached it to the payroll tax holiday and it said the president had to make a decision on the keystone x.l. pipeline within

win-wins that i think we see in these energy proposals that we have in front of us, that senator hoeven has offered up. but, again, if you only have an opportunity to kind of talk loud about them but never actually have a chance to move them forward, move them forward through a legislative process so that they can actually become law, so we can actually see those benefits play out, it doesn't do us much good. so i appreciate what my colleague has outlined this afternoon through his proposals. i know we'll have an opportunity to speak further to them tomorrow, and i look forward to doing that as well. mr. president, i wanted to take just five minutes in this late afternoon to continue to educate not only my colleagues, but folks within the administration and really around the country about an unjustice that continues to unfold in a small corner of my state, a very remote part of the state in southwestern alaska, a small community by the name of king cove, about 509 people that live -- 950 people that live in king cove. i have been fighting now since i came to the united states senate --

my republican colleagues, including senators hoeven, thune, lee, and many others have introduced more than a dozen bills to spur job creation by reducing governmental burdens and making it easier for businesses to grow and create new jobs. bills that will help reduce the need for unemployment insurance benefits, strengthen our economy and improve the financial security of millions of americans. i just hope as we are debating this bill before us today that we have the opportunity to debate and vote on these important job-creation measures. now, i know there are some questions regarding how state workforce agencies might administer retroactive benefits and enforce some of the new requirements provided in this bill. these concerns are not unreasonable. however, i firmly believe that not only can congress work with states to overcome any of these challenges, but congress has a responsibility to overcome these challenges. no bill is perfect, and the capabilities of state systems compound the difficulty of the task at hand. this isn't a new obstacle for congress, though. every person in thi

senator hoeven has been the leading cafd cat -- advocate in the united states senate. this includes the war on affordable economy. leader mcconnell's bill puts consumers ahead of environmental groups by stopping regulations that make it even more difficult for the middle class to make ends meet. my amendment includes a provision pushed by senators barrasso and hoeven to approve more l.n.g. exports to our allies and to ukraine, something especially timely. now is the ideal time to create more domestic jobs while breaking our allies' dependence on russian energy supplies. my amendment also addresses the problems created by obamacare. it includes a provision pushed by senator collins that will restore the 40-hour workweek. it will finally repeal the job-destroying medical device tax which senators toomey and hatch have been tirelessly fighting which has cost us by some estimates 30,000 jobs already in our economy because of this new job-killing tax. my amendment ensures that veterans and the long-term employed are not -- unemployed are not punished lie the cost of the emp

proposals like senator hoeven's bill to force approval of the keystone pipeline and the 42,000 jobs that the president's own state department says that it would support. or senator collins' proposal to amend the obamacare 30-hour workweek provision that's causing employers to cut hours. or the proposal from senators hatch, toomey and coats to repeal the tax on medical devices, a tax that has already negatively affected tens of thousands of jobs in this industry and stands ready to damage many more. then there's senator portman's bill to require executive branch agencies to conduct a cost-benefit anal sills of new regulations so that fewer burden p some, job-killing regulations emerge from the regulation. and senator lee and senator mcconnell's bills to give workings more flexibility in the workplace so they can make it to more soccer games and more dance reciteals while maintaining steady jobs. and senator rubio's bill to amend the national labor relations act to allow employers to give raises to deserving employees. and my own bill to help long-term unemployed workers by providing a one
