this surveillance video captures edwin andrews, disabled, walking across the cane near broadway and hogan last night. he's not in a crosswalk but he looks both ways and begins to walk when he's knocked down by a car. he falls but can't get up. a few seconds later, another car sweeps him up and drags him away. >> i'm devastated. this is not the first time this happened. last year around december, my neighbor across the street from me was hit in the intersection and died from the injuries. >> reporter: police say the driver who dragged andrews for nearly a mile was an 89-year- old man. we traced his route this morning, speeding up the video to show you all of the turns and just how far the driver went before someone waved him down and he realized something was wrong. >> heard the tires of the car, squealing to stop. that's pretty much all we know. when they looked out, they saw his body was underneath the front end of the car. >> reporter: even though andrews was not in a crosswalk, neighbors say it wouldn't have made a difference. >> the intersection is really, really poorly lit. they spee
