let's first go to cnn's kristen holmes in bridgewater, new jersey where president trump is spending his weekend. the president is saying he will step in with an executive action if no deal is done. what will that even look like, and is it possible? >> reporter: all good questions, bianna. last night he laid it out, as though it would be a series of executive actions that would touch on various things. one would be extending the unemployment benefit. another would be offering those eviction protections that had lapsed. he talked about student debt loan and deferring the payroll tax and doing some sort of backtracking, going back through july up until december. again, great question on whether or not he can do this. i spent the morning talking to liam experts and lawmakers who say there are some work-arounds that could make this work. remember this, congress is the one who controls the budget. so at the end of the day, that stands. that is the way our system is built. however, there are some loopholes that would allow president trump to possibly do this temporarily for a short amount of t

kristen holmes joining us now. traveling with the president outside of bedminster, new jersey. you were there when the president signed the executive actions. millions of unemployed people in the country are nervous. they're eager to hear how their unemployment benefits are going to change. what did the president actually sign? >> reporter: okay, well, let's actually start there with the unemployment benefits, boris, and we have a graphic to explain it because it's a little bit complicated. essentially, people got $600 in assistance from the federal government. now, that was on top of whatever they were getting from the state unemployment offices. now, they will get $400 according to president trump. but it's not quite actually 400. it's actually $300 from the federal government because president trump is asking governors to pay the last $100. will they be able to do this? i don't know but spoke to one state official immediately after the remarks and told them what president trump said. one, they had no idea this was coming and two, he actually laughed and he said there's absol

kristen holmes, appreciate it. nobel friprize winner with us. do any of the president's executive actions from yesterday ease the concerns you have? >> no. i mean, your tonight had it exactly right. this unemployment, the most important thing that's happening is the unemployment, supplemental benefits expired. this new thing, what it is, is both limited and it calls for a new program. it calls for complicated actions from the states. more money. and one thing we learned it's that our unemployment insurance system in this country is not designed to do complicated things. the virtue of the last round was that it was very, very simple. just $600 a month and even so, a lot of people took a long, long time before they got those benefits. now saying to states, okay. set up something completely new. use your existing bureaucracy. use your outdated computer programs and put it all together and by the way the money's going to run out in a few weeks, and this is just not going to happen. this is completely -- this is something thrown together by somebody

kristen holmes is joining us from new jersey not far from the president's country club where he stayed right there. you were there at the news conference a little while ago. he stood by his postmaster general, again slammed mail in voting here in the united states. update our viewers. >> that's the first time we really heard him talking about the postmaster general. here is what we know about louis dejoy. he was a trump ally, a mega donor to the point where he was the 2020 finance chair for that charlotte convention that is not going to fully happen now. louis de joy has instituted changes to the postal service that he says are part of a good business model. however, is raising a lot of red flags. particularly 9 state officials. among lawmakers, state officials and postal workers who believe this could have a negative impact on the 2020 election. president trump also talked about how there was fraudulent voting, when it cams to mail-no voting, something we know is not true when it came to voting. he slams democrats over funding for the postal service, take a listen to what he said. >>

holmes is one of many people that are real community leaders, real members of the community that canork with the police to do work with the police, and we have that in new york and communities all over the count country. this incident especially with a 9-year-old child reminds me of new york city back in the ' 80s in '90s were mothers had to put their babies in bathtubs at night to put them to bed because they were afraid of random gunfire. we were the murder capital of the world before giuliani came into office in 1994 and between '94 and 2002, we dropped it in homicides, murder by 70. and the black communities, that number dropped by 80%. can be done, but you need the right leadership. you need the right mayors, you need people to understand you have to put resources into those communities. you have to put the police on notice to go out and do the job that we are supposed to do given the resources, the training and the equipment to do that job and reduce crime, shootings, and murders but in a lot of these communities, it's just not happening. >> sandra: you look around the streets

. >> kris ten holmes is at the white house. the president has suggested over the years he has powers he does not have. is this one of them? how much can he do and why now? >> right now we don't know because the president was so vague as to what exactly he's going to do to ban the app. he said he he could do an executive order. he said he could use emergency economic powers. until we see an actual order, until we see what this is going to look like, it's impossible to analyze what kind of legal challenges he'll face. something we're watching closely is to see how exactly he plans to do that and what the language is. you talk about timing. it came at the same time there were reports that microsoft was in talks with tiktok to buy the u.s. usership, the program here in the u.s. president trump making it clear last night to reporters, he was not in favor of a deal like that. big question here is, how much of a risk really is this app? you said it best, christi, critics are concerned the user data ends up in the hands of the chinese
