holton: yes. my colleague, bill hazel, he was the secretary of human services when i came in, and he was a holdover from the prior administration. i had done work when tim was governor on child welfare reform that he had carried on under the succeeding governor. we knew each other through that work. he approached me on day one and said we have got to do this, we do not call them silos. we call them cylinders of excellence, but we have folks working in their narrow little world and not making -- not reaching across to figure out how we can work better together, and frankly, we were trying to encourage our local humanities to do this. we were telling schools you have got to support these families, that you cannot teach a child that they are hungry. you cannot teach a child they cannot see the board because they don't have the glasses they need. you can't teach a child if they are experiencing so much trauma at home that they cannot focus, and so, we were trying to model the kind of collaborative beh
