it's titled, you can see, department of homeland security fiscal year 2018, transfer and reprograming notifications. in other words, this is the whole list of money that homeland security took from one agency and moved to another. and the practice of transferring monies between agency, that is not unusual in itself, but it is unusual to see in one of these documents a whole column full of money being deleted from the fema budget less than a year after hurricane maria on the cusp of this year's hurricane season. apparently to bolster the government's ability to lock up and deport immigrants. nearly $10 million taken out of fema. almost all of it going to i.c.e. in order to fund more detention beds and i.c.e.'s transportation and removal program. and this is all according to this budget document obtained by senator jeff merkley's office. senator americaly is on the appropriations committee. he is not on the homeland security subcommittee there, so he doesn't necessarily have direct oversight here, but senator merkley's office tells us tonight they believe this document is authentic. the

when i was secretary of homeland security, we had craig fugate as the fema administrator. craig was a national asset. president obama viewed him that way and i certainly did. so coordinating the prepositioning of resources, anticipating a natural disaster was something that craig was a master at. i don't know brock long, but his reputation was generally good. now, at the presidential political level, and i'll include the cabinet level in this, it's important to promptly consider disaster declarations, emergency declarations, put them in place, put the federal funding in place, but really to show empathy and to show the american public in the face of a disaster that the u.s. government cares. and showing up, simply showing up in a disaster situation, which i did a number of times and i was in office, can go a long way. people understand that the government is not perfect. and you encounter people whose lives have been wiped out, their homes have been wiped out. but if they see the government cares, did they see that there is a human being in a policy-making position who act

for example, we recommend that us election assistance commission and us department of homeland security should develop and maintain a detailed set of cyber security practices to state and local election officials and that congress should authorize and fund the national institute of standards and technology in consultation with us election assistance commission to develop security standards and verification of protocols by electronic books . our report also offers recommendations to state and local jurisdictions. we recommend that along with congress, state should allocate funds for election systems, all states should participate in a system of matching voter registration. although in jurisdictions should provide means for a voter to check whether a ballots sent by mail has been dispatched to him or her and subsequently whether his or her balance has been received and accepted by the appropriate election officials. election administrators should routinely assist the security of electronic poll workers and develop plans that details security procedures for assessing integrity. state requi
