abc reports in early july the department of homeland security withheld publication of an intelligence bulletin warning law enforcement agencies of a russian scheme to promote allegations about the poor mental health of former vice president joe biden according to internal e-mails in a draft of the document obtained by abc news. the draft bulletin was submitted to the agency's office for review on july 7th. the analysis was not meant for public consumption, but was set to be distributed to law enforcement partners on july 9th. the e-mails show just one hour after its submission, however, a senior dhs official intervened. please hold on sending this one out until you have a chance to speak to acting secretary of homeland security chad wolf, wrote the dhs chief of staff, according to an e-mail obtained by abc news. that was nearly two months ago. but the bulletin was never circulated. leading off our discussion tonight, elizabeth newman, a former assistant secretary for counterterrorism and threat prevention at the department of homeland security who resigned in april and has endorsed jo

you were the department of homeland security secretary. or how troubling is it to you that your former colleagues are tailoring information, tailing intelligence, to match up with the -- what the president says and not that the intel says? >> jonathan, nothing could concern me more about my old department. when it comes to election interference by the russian governments, all lights are blinking red right now on the dashboard. if we believe the intel that has gotten through and has become public, they're attempting to hack into election infrastructure, they're engaging in the information aimed at the american people and americans need to be aware of that. congress needs to demand hearings on this. the americans have a right to know about this. and i'm concerned that if they're doing this at dhs, what else is our political leadership doing when it comes to the rest of the intelligence community? this is a big, big deal. >> jeh johnson, thank you very much for coming back to "a.m. joy." >> thank you. >>> and more "a.m. joy" after the break.

dhs has what the political filed a draft of the department of homeland security state of the homeland threat assessment and here's a little bit of what it said. lone offenders and small cells of individuals motivated by a diverse array of social ideological and personal factors will pose the prime terrorist threat to the united states. we assess that white supremacist extremists, who increasingly are networking with like-minded persons abroad will pose the most persist issent and lethal threat. do you agree with their assessment, this is the most persistent and lethal threat for terrorism in the united states? >> i agree with their assessment but the data shows that they are correct and they just wouldn't have made that statement without actually having the data to back it up. if you're looking at the data you see since 2008, the most prevalent type of political violence in the united states is violence from the far right. we see a dramatic rise in the level of violence after the elections in 2008 and since then, we are experiencing a very high levels of violence. of course there's fl

that's traditionally not something that a secretary of homeland security would say. perhaps the president, perhaps the attorney general who's actually the nation's chief law enforcement officer, but dhs has historically been a nonpartisan law enforcement agency so i think this is alarming. people should look at that letter, be concerned and the signals sent but the institutional implications here. dhs built out of the rubble of 9/11 to prevent another terrorist attack and not to be the president's police force to send in to communities and i'll go a step further. the department has limited authorities in that regard. typically if dhs law enforcement officers into a community they've been asked to by state and local officials. we are entering unchartered territory if the president of united states is pressuring the homeland security secretary to send in law enforcement aurvoffs around america. this is concerning and it's i think foreboding what might be to come in a second donald trump term. >> yeah. miles taylor, thank you so much. >> thanks. >>> the president likeni
