sisa was a strengthening of homeland security, the homeland security department capacity. it came about, let me give a plug for someone you may know -- the first assistant director who basically conceptualized and used to work on the hill as director of the democratic side of the intel committee. i agree that sisa needs to be strong, but there are other parts of the government. are you saying cyber command would be based in the homeland department? there's a cyber command in the pentagon. and there is also now, again, i don't know what her title is, the new tom boster in the white house. he served in the trumpet ministrations and not only was he like, but his position was demoted. now there is a new person. where would this cyber commander be? let me put one thing on the table. 85% of the internet is controlled by the private sector which has in many respects better skills and certainly can attract better talent, because it pays better, then the government. something we have done at the wilson center is try to improve the trust between the private sector and the homeland.
