i would like to get your thoughts on homelessness and what the city is doing about homelessness, what direction you think we should be headed in, a big issue in san francisco. >> homelessness is interesting. when you look at it as a sociological perspective, we have some of the people in the homeless community enjoying being on the street. others want help. i think when we also -- we need to do a better job of taking care of those mentally ill. when you are on the street and you listen to the homeless folks or you watch them interacting, you see they are a little disturbed. i think the city overall has done a good job in terms of housing and taking them off the street, providing services. mayor newsom started a private -- program connecting members of the homeless community to services, dental, vision, therapy, housing, mental health. these are things that you and i probably take for granted. we have access and resources we can leverage. this community doesn't. in the southeast part of the city, we don't have many homeless facilities. there is one that i know of, providence baptist ch

one of the other important things to understand about skid row is that it's not primarily a homeless population and people tend to think it is and it's really critical people understand that because if you think of skid row is primarily a homeless population that's one set of issues with one set of solutions then you build large shelters and if you do it the way some people at city hall would like it you would build them out in the desert that's not what skid row is skid row is principally endangered low income residential community in the fifty blocks of skid row there are sixty five what we call single room occupancy housing without this people and they would have nowhere to go who in the private or the public sector for a single adult who's total income is a two hundred twenty three dollars check. the majority of people in this community . service are social security argy all and so. we call this community a hole we could use what we can afford. you know we have to go to the community redevelopment agency moratoriums. lower income housing units into condos in los. we lost a thousa

that is one cause -- one part of the homeless population, but also, being homeless makes you more susceptible to contract in hiv. so we need to look at the public health system to make sure we can do our work around finding resources to get people to understand how they need to live more healthy. housing is an issue. i like the idea of building more supportive housing that can help people have a room but also these other services i have mentioned, so that they can be stable in their housing. it is probably -- i would like to think that we can get over it, but building the housing stock, having an economy with enough jobs for people where it can be stable, services on the health side is what it will take. homelessness has been an issue that is always a perennial issue that people are using in campaigns, what they are going to do to resolve the homeless issue. sometimes, i see them being scapegoat as the cause of a problem, but we need to think of it in a compassionate way, how we can provide real care that will help people turn their lives around. the success is how we are able to help people

supporters say it will keep the homeless people from living in the parks and also reduce crime.but critics say it criminalizes the homeless. >>> a man in walnut creek is going to be tried on animal cruelty charges for the killing of his family's 10-month-old german shepherd dog last year. 37-year-old todd powers says he stabbed the dog because it had been nipping at his children and also killed some backyard chickens. the deputy da argued that because the dog had suffered pain, powers should face felony charges. but yesterday that charge was reduced to a misdemeanor. >>> later today san carlos city leaders will go before the california public utilities commission utilities commission. the mayor and others will express concerns over a natural gas pipeline that runs across the city. friday they declared a state of emergency and got a court order ordering pg&e to shut down the pipeline and if that's what they did, that's great, but i think the community and the city, everybody needs more information than just saying, oh, we relieved the pressure and that's fine. you know, it's toug

andy gallagher takes a look at how the shutdown is impacting programs for it the homeless. >> reporterr wendy dwyer volunteering at the hour house shelter for the working home s-ls a long-held ambition. >> hey, you, you will be on camera if you get in bed. >> reporter: she's a network of paid volunteers in a government funded anti-poverty program. that's now run out of cash. wendy's annual salary isn't much and she's already relying on friends and family to help her stay here. like many in her position, she's worried about what will happen if she's forced to leave. >> meals wouldn't be served and children would not have the same day-to-day contact that they do that gives them stability. you know, things could change for the worse for the people who are most at risk. >> reporter: homeless shelters across the u.s. rely heavily on funding from the federal government to keep their doors open. for now, our house is solvent but will face serious problems the longer the partial shutdown goes on. >> this is hurting the least among us, this is hurting homeless families and their children, who a

that is the thing, a lot of women coming out of the history of homelessness or domestic violence, they have faced so many barriers. >> yes. >> and sometimes the wage- earning capacity is very limited. >> on top of it, they're trauma victims. >> exactly. >> and that is the same as any veteran coming back from the war. once the brain is impacted by trauma, it's very hard to overcome the apzyety and function and to hold a job is something mirak las. >> and to many tape your house, we are affordable housing. >> yeah. >> and for women with low- income, you know, or they're homeless and what have you. once they do come to our housing, the facility and get housed, often times this is where they're going to be and who have great stories of those moving on. >> know that. >> i know an organization like yours, being's community service like this has to have funding. you have special events coming up for funding. >> we do a couple of different things. we do a great partnership with the city and county of san francisco. >> great. >> and a great partnership with the department of the status of women

critics say the ordinance criminalizes the homeless. that meeting is scheduled for 1:30 at city hall. >>> gas prices fell an average of 14 cents in the last two weeks according to the lundberg survey. this may be as low as they go for a while. that's because crude oil prices have stabilized. locally prices have dropped 6 cents a gallon in the last week. in san francisco, the average price is $3.96. in san jose, the price is $3.85. and in oakland, $3.87. but overall, prices are 80 cents less than this time last year. >>> well, sunshine and warm temperatures all weekend long gave way to still a mostly sunny day today. temperatures are running a little bit cooler, though, and a weak front from the north is beginning to inch its way in. we had a few high clouds. sunshine. now we're waiting, to the weak front it -- waiting for the weak front to come in. there's a southerly wind in the north bay. temperatures, 70s across the board. coast, bay, inland. the higher clouds didn't last long. here comes the week system. it's the first in what looks

there are cases where, specific cases, getting a homeless individual.there are a group of case managers called court accountable homeless services. it targets homeless individuals. and mental health cases have been common. traditionally cases that the court is looking for supervision, but again as you might imagine the resources are severely taxed. and during the budget difficulties in the last years, the ability to manage large numbers. we are talking for example, homeless individuals, we see 30 individuals at any one given time. that's the active case load and it's driven by that. >> i have a question from the public defender for the law enforcement officials here. what reforms can you commit to at this point to reduce pretrial detention population? shall we start with sheriff mirkarimi or the district attorney? >> i will reiterate that the strategy that i think san francisco should seriously consider legislate a new criteria. that's what the penal code has empowered us to do. we could start right away by corralling a number of legislators and city ha
