it's down 40% for chronic homeless. this is because of the president's strong support his focus, and the funding that we've received. funding is important for supportive services for permanent and transitional housing, for prevention and treatment, for employment and job training. since 2008, funding programs benefiting veterans homelessness have increased 170s from $2.4 billion in 2008 to $6.5 billion in 2015. but it's about a lot more than just money. we have to know how to spend that money. well, we've learned what works and, importantly, very importantly, we have learned what doesn't work. we settled on evidence-based strategies. and you see them here on this chart. housing first. housing first. what a beautiful strategy. i mean, it recognizes the hierarchy of needs. we have to get the lowest level needle out of the way first so we can work on the other needs of the veteran. if we don't get the veteran under a roof, there's no way we can work on their treatment. so temporary housing is the most important thing to do

if too many youth who are homeless or at risk of being homeless in the upper market area. every year that is a priority for me to support services for those youth and we've done so again. i am also thrilled that we were able through this budget, to implement several recommendations of the lgbt aging force. we went passing legislation as recommended by the task force, but their budget needs as well. we are able to secure funding in the budget for lgbt seniors at risk of isolation and to finally start addressing the specific needs of lgbt seniors suffering from dementia. we also were able to find funding to complete the funding for the future no valley town square. this project will proceed up later this year and i look forward to seeing everyone at the opening next year. finally, colleagues, i want to note, we talked about this in more detail with respect to item number four, we are creating a code enforcement reserve fund at the department of building inspections. we do not do nearly enough code enforcement and the city with respect for building code and housing could. too

we have over 200 homeless youth. how are we not prioritizing the public sites for these youth or for homeless people in general? we have done a lot of placement recently with home ownership san francisco for 1400 mission to try to get people into affordable housing there. that is a great opportunity, but at the same time we found a lot of the clients that have come to apply for those projects to live there don't meet it income requirements. we see there is a lot of need for having more products available where they can actually afford to live. further, public sites-they are the easiest to build affordable housing. that is why sites like 1950 mission which we thank the body and supervisor kim to expedite that, we wouldn't have that. that is the first rp we worked on to build the first new affordable project in like 15 years outside mosaica. without that we can't get affordable housing done in the mission and that is the problem. wrout the measure going forward and make tg more trance parent and available for public it
