i rise today in support of my friend, neighbor, colleague and fellow hoosier, mr. messer, and his bill, h.r. 668. this legislation would require the president's budget proposal to make clear the per taxpayer cost of any budget deficits. now we've repeatedly heard president obama proclaim his desire to have the most transparent administration in history. in furtherance of that objective, then, this should be welcomed legislation to all parties. to many americans and to many of my colleagues, federal budgeting might seem like an abstraction and thus unimportant because dollar amounts in terms of billions and trillions of dollars are beyond normal human comprehension. most people don't think in those terms. in fairness, most of us don't think in those terms, so let's clarify this process by bringing these numbers down to the individual level. let's tell the american people, for example, under the president's last budget you owe $7,000 just to cover the deficit. that resonates. folks get that. math is pretty simple. the median income in indiana is around $45,000. incom

when i go back to indiana and meet with hoosiers, they often ask why washington seems to experience a crisis just every few weeks. you know, it's a debt limit battle, it's a threat of a government shutdown, it's a fiscal cliff on new year's eve, it's the sequester, and the list goes on and on, including the funding battle that we're in n now, and of course the next round of the debt limit debate is scheduled for may and on and on it goes. who is aers, anwho ishoosiers, k most americans are getting awful tired of this soap opera drama that occurs every few weeks here. and i think we need to move to the point where we can address the major issues. now, one of the steps in doing that is to fund this government for the next six months. i don't know of anyone here who wants a government shutdown. we do have some urgent things that we need to do. we do need to address our funding imbalance that's significantly creating a major problem for us. but in order to get there, we have to do some interim things here to keep the country functioning. and as long as we have the commitment to go forward

hardworking hoosier families sit around the kitchen tables today, tonight, this evening and make tough choices to keep their budget. our household and businesses work hard to live within their means. and the federal government should do he same. . when i'm home in indiana and i'm in the grocery store on saturday mornings, there are moms that come up to me and they're worried about the rising cost of eggs. they're talking about the price of a gallon of milk. they're concerned about whether their kids will have a future. will they really go to college? will there be jobs for them out of college? will there be jobs for them if they don't go to college? what happens when they do enter the work force? the truth is this, the uncertainty in washington is what burdens our families at home. time for us in washington to be accountable and pass a responsible budget. according to stanford university, in addition to what the chairman mentioned, their economists said that this republican budget would result in $1,500 more for each household by the end of 2014 and $4,000 more for each household by 20

system, i led statewide work force education and training efforts aimed at putting thousands of hoosiers back to work. i also served on indiana's state work force board which administers the funds set forth in the skills act. my experience in the work force development arena taught me a very important lesson. that americans of all ages and backgrounds have the ability to be anything they want to be but they need a flexible support system that prioritizes people and not bureaucracy. this is bureaucracy. and this is what our current system looks like. that's why congress must pass the skills act. we have a chance to empower millions of individuals to lead a more fulfilling life by finding meaningful work and we must take that chance now. this is the time to choose people over paperwork and workers over waste. my own home district is home to several global manufacturing and life science leaders and i recently sat down with employees from a company headquartered in scienceville, indiana, and one by one employees told me we have to make better, smarter investment decisions in work force devel
