hospitals are critical, but hospitals are not where we want people. where we want people is in the community. we want to keep people healthy. we want people seeing their primary-care doctors, whether here or in the community or at the federally qualified health centers, and for the incredibly rich array of community-based services that either keep people out of the hospital or give them a warm place to go. it is now my honor to introduce to you judy guggenheim, the president of the san francisco general hospital foundation. without them, we would never be in this position of being able to be talking about a new hospital. they have been our friends, our supporters. they have helped us to raise money, help us raise support, and no one has been a more enthusiastic spokesperson for this hospital then to the guggenheim -- judy guggenheim. we got great support from the other hospital. many people from ucsf are here today, our sister institution, all of home relief help us, but that was not why we got 84.3% of the vote. we got it because the people who work here, the care that is provided, and what people know about san francisco general for over 100 years. [applause] that is something that we can be very proud of, just walking around today. and i'm sure that many of you have noticed that, that it is, for us, like a homecoming of all sorts. my first day in san francisco general hospital was as a medical intern. i still remember the exact date -- june 21, 1986. right here in the mission emergency room. and at the same time with pat carr, who is here, who was starting as a nurse in the emergency room at about the same time that i was. we are all family. jane o'connell is here on the end, our long-term ceo. the hospital is not identifying the staff member or saying what position she held in the hospital. except for the fact he was an adult he looked like any other patient. this happened 3:15 this morning. police arrived three minutes later according to the hospital. the man surrendered immediately and then he was taken in to custody. he was put on to a stretcher at that point and said don't shoot me. don't shoot me and he said i gave up. i gave up. when i spoke to the captain on the scene, captain darin allison, he tells me the man will be take on the the hospital for evaluation. that evaluation not only includes a physical but a mental evaluation, as well. captain allison says if the man does not pass the mental evaluation he will go to john george, a psychiatric hospital in the city of san leandro. if he does, he will most likely go to jail. there -- the hospital officials said no one has seen the man before and no one is familiar with the man. so it is a mystery why he came in and what he wanted. the woman, who was briefly held hostage, was not injured at all. reporting live in oak

we did a tour of the hospital and that very afternoon -- pardon me? that very afternoon in psych emergency, we actually had a young man who i think sort of epitomizes this whole situation for us. this is a 23-year-old man with paranoid schizophrenia and was in psych emergency for the ninth time this year. someone who does well when he's in the hospital and takes medication. when he goes home to live with his mother and his brother, he stops taking medication. over time he begins to develop a delusion about his mother. his mother is satan. he begins to feel frightened of her and as a result, threatens to kill her and burn the house down. at this point, he's brought back and the process continues. laura's law would give us an opportunity to work with this man when he's out of the hospital and hopefully prevent, again, bad things happening as well as helping him to be in more control of his own faculties. president chiu: thank you. i have to say from my perspective, not having dr. catts here is a bit confusing because as was stated in the chronicle today

you are not even in a hospital. you have a treatment program outside the hospital to take care of it. that is just mental health. when you look at the disabled community in general, last thing someone with a disability once is institutionalized care. the last thing people want is to be ostracized. this is about gaining independence. this is not about being institutionalized. this is about living in an institutionalized life. with this program and a zerot services are about is dealing with mental illnesses in that same way. we've gone so far away from institutionalizing people. you cannot do that now. we're more focused on in home care and services for the physically disabled. while we have moved so far with the physically disabled, we have left the mentally disabled far behind. laura's law pulls in a lot of these theories that we know are accurate and true. the oregon plant back in 1992 listed ihhs services as the number one need for people with disabilities. and yet the mental health community was left with back. c
