joining me is sunny hostin and former nypd detective harry houck.n't use excessive force, do you agree? >> to an extent. when they got to the hospital and tried to breakthrough the glass, the force was adequate at that time. i wouldn't have use tw used two on the guy, one point looked like three. once they got his legs shackled, it should have stopped. they made the mistake, they were at the hospital and all they had to do, i done this many a times is tell the hospital to come out with a gurney, put that man on a gurney and strap him to the gurney and take him in. it's very clear this man was having some kind of psychological event. he's not a typical perp who is resisting arrest because he's trying to get away from the police. this man has a psychological problem and it's very clear they should have took that man into the hospital and never brought him back to the jail. >> sunny, as you watch this, you know, obviously, you watch him in the black of a police car getting tased repeatedly and hands and legs are bound. what do you make of what you see?

we also have our senior legal analyst jeffrey toobin and sunny hostin on the phone with us, as well.e get to cornell william brooks. you're an attorney. you went to yale. you've now read the criminal charge. first degree murder in this case. people in chicago are nervous once the video comes out which is very disturbing the folks in chicago will react very angrily, here is a white police officer shooting this black teenager. you want even to remain calm. >> yes, we definitely want everyone to remain calm and to pursue nonviolent means of protests and demonstration. but this charge of first-degree murder occurs against a backdrop of a lack of accountability. so where you have 10,000 complaints filed analyzing the study, 19 of which were responded to with disciplinary action. 85% of these complaints were investigated without talking to the officer. the point here is this charge comes against a backdrop, long sordid history. and so i think the authorities have a reason to be concerned in chicago. however, we've spoken with our naacp branches in the city, our state conference, people on

joining us, cnn anchor don lemon and former federal prosecutor, our cnn legal analyst, sunny hostin.ut these alleged white supremacists wanting to kill blacks, wanting to kill jews? we all remember that dylann roof, horrible situation, murdering nine people as they attended a bible study class in that south carolina church. >> well, i think it's horrifying that these kinds of plots are still in existence. we know in law enforcement that they really took place oftentimes in the '60s and early '70s, during the civil rights movement. and so, i think the kudos goes to the federal bureau of investigation, the fbi, for, you know, stopping this type of plot. and i think that we have seen, at least with the department of justice civil rights division, that certainly, the fbi has been very proactive in making sure that these kinds of assassins, really, are stopped before their plots are hatched. >> don, you know, it's interesting that these alleged white supremacists, they obviously hate blacks, they hate jews. that's sort of a common feature over the years, the fbi going after so-called whit

and joining us now is sunny hostin. i want to propose this to you.were here to talk about the race study that we have. almost half of black americans 45% have feared for their life because of their race. it's significantly less for whites and hispanics. is that real life encounters or watching the news? >> it's a combination. it's not whether or not a man of color will have this sort of uncomfortable police encounter, the stats show it's when that person will have that encounter. the bottom line is this is a real life experience for african-americans and latinos. it happens day in and day out. the statistics show that. i think also we're in a time where we are actually covering these stories more and more and more because of i think the sort of proliferation of these videos. we have iphones now. so things that african-americans and latinos have been kplaening about for years we now have evidence these things are occurring. >> are you surprised that they believe that the system favors whites? >> of course not. i'm someone and i see harry itching here.
