these are private hotels and we don't have control over every single unit in the hotel. there are people that come into the hotel to sell drugs. this is a reality in the area we're talking about. there are neighbors that are using and it's tempting it use with them. we don't have as much control over the situation as we would like, but at the same time if you want to expert more control then you have to have a higher bar. so it's a dynamic that we struggle with all the time. but by and large, over 95, 97 percent of people are extremely happy to have a space that they can actually, they get a key, they can lock the door, they can have a place that's private for them and a place where they can store their belongings and just feel safer. overwhelmingly it's a positive response but by no means is it perfect. >> i would say for the permanent housing, you know, 97 percent or 98 percent of the people are extremely happy and i mean we have a much easier environment than what raj is dealing with in the sense that we have our support services on site, we have 24 hour desk clerking

working phone jacks are required by state law; a residential hotel, tourist hotel is required to have that. pretend that i did not say that. in sros, every room is required have a working phone jack. people are dealing with a lot of isolation. i mentioned people with disabilities who may be in the room where it is hard to get out. the staircase to be rickety. the elevator may be broken. there's a myriad of problems where people can be stranded in the room. phone jacks are one way that people can connect with the outside world. even if they're not physically stranded, to be able to call a friend, to connect with the neighbors, to set up a doctors appointment, critical for seniors and people with disabilities. for everyone to have a working phone jack. they are not being enforced. there issues with the department of building enforcement. we have recently introduced into the board of supervisors legislation that requires working phone jacks and grab bars in sros. supervisor marr introduced legislation that about two three weeks ago. they were very excited about this happening moving forw

i live at the hotel on -- and have lived there for 9 years. i have been a tenant organizer for the last three years; recently i am the disaster preparedness organizer for central city. for the 22 odd years in sros, one thing that has always bothered me is that people with disabilities and seniors are on every single floor of the hotels. there is no doubt that this -- these hotels have the problems. this is not the only one that runs into this. it's in the location of taylor and turk. i remember a few years back i was out there at nighttime at another hotel and walking around. there were bullets flying around and police cars. it's a really, really rough area. honestly it's hard to maintain these places with the tenants themselves who cause problems. i've been in many of them so i know what it's like. it's very, very hard work to keep them maintained from the cockroaches. i've seen people when they leave food and food has rotted away and sitting there in the room and just a lot of issues. before us is the matter of the bathrooms. that's what we've got to look at and concentrate on that. these other issues are separate and we should not be looking at that. so, getting back to the bathrooms, if you commissionerses decide we need to add these other bathrooms, we certainly would consider that, but we will need some time so when the rooms come up vacant, we'll go ahead and do that. tha

the other thing i wanted to bring up which wasn't mentioned here is hotels. i know cory and jim worked long and hard on this and i know hotels is a peripheral component but it's a major employer in san francisco and there are programs at san francisco state and city college and right now the hotels are restricted to 75 rooms and 25 along folsom and frankly it's just not going to have many hotels built under those restrictions. in fact i would suggest probably none and i think the hotel rooms...

the issue of how do you work with the hotel managers, the ability we have to impression upon the hotel managers that things need to be a certain way is really the contract that we have with them and that there are certain expectations about cleanliness and about access and about safety that are in there. so when hotel managers are not following through, then we have a process by which we inform them that this is an issue. sometimes we actually involve environmental health, part of the department of public health, to help us with that. sometimes it's a matter of housing and urban health administers these units for us, it's a matter of talking to marc, talking to margo, this just isn't working out, perhaps you want to take 20 percent off because it isn't working out and let's get the equivalent number of rooms elsewhere. that's the type of bargaining we have to do. in general what the hotel managers will do is make some sort of fix that makes things better. it may not be perfect, but the client says that's fine. and when it doesn't work we have sometimes left hotels and gone on to others

boiler inside the hotel. as it was malfunctions, it was releasing carbon monoxide, which is a very dangerous, deadly gas. so what they have been doing in the meantime, if you are able to see, they have been airing out all the rooms in the hotel. they had all the doors open, windows open and lobby doors open and did shut off the boiler. within the past few minutes the fire department was telling us they are in the process of letting people go back in. they were trying to make sure the levels of co are at acceptable level, they have been letting guests go back up and grab their luggage in case they have a flight to catch but as far as people going back inside, they're still waiting on that. bottom line is no one has been hurt, no one has complained of any symptoms of co poisoning. what's interesting is the fire department received a call for public assistance around midnight. when they arrived here, they decided to do some air sampling and that's how they determined there was something be released that was some
