housing continues. the project sponsor suggests "to protect the existing residence from displacement to a phasing plan designed to ensure all existing residents will be able to remain." and that this new apartment should be granted at the same rent control rate and subject to existing protections against rent nkedsings in the san francisco rent control ordinance. in order to build the housing as described all garden apartments will be demolished. under the requirements of the general plan city ordinance discourage the demolition of said housing. page 15 states under direction of the general plan the department is predisposed the demolition application of said building. the project sponsor must prove with the preponderance of other plan policies to they want to demonstrate the building unsound and there is no negative impact on historic resources in the project otherwise complies to the planning code in the design guidelines if applicable. not to let the owner's lack of proper maintenance ease the way fo

moran: the house is not in order the chair: the house is not in order. the chair asks members behind the individual that has time, to take your conversations off the floor. the gentleman from virginia is recognized. mr. moran: this amendment would stop e.p.a. from identifying coal ash as hazardous waste and therefore present vebt any regulation of that waste. the fact is that coal ash contains dangerous contaminant such as mercury and they could be dangerous. this ash is stored onsite on many large power plants where it goes into the ground water and into nearby streams and communities across the country where coal ash has polluted surface water and affected wildlife. it has been developing a rule. in fact, it has received more than 450,000 public comments. had web-based seminars and do everything to get opinion on both sides of this issue and conducting risk and economic analyses of the options available. suspending work on a final regulation isn't going to satisfy anybody. but one thing, you have to continue to have the coal ash at risk of contaminatei

this housing is unique because it is supportive housing. it will have services attached to the housing. if you read the federal program, you will see, this is the core of the answer to ending homelessness, building this kind of housing to make sure we have those services attached with it. i enjoy this lovely group of people because not only are they building this housing, with all of these conditions, but as you can see around us, we have a workforce that is going to work. we aren't giving people the opportunity to go to work and we have the buildings, in the historical and careful fashion is done, and using $50 million of stimulus money again, i am so thankful to our congress members for helping us to get this started. as you can see, lives will literally be changed because of this project. i guarantee you, congresswoman, that we will see this through for you and for us. thank you.
