, low-income housing, and middle class housing is basically a housing issue, per se. i talked with a member of the german parliament the other day. i was asked to have lunch with them and helping the planning department bridge the gap for time they didn't have. and this gentleman told me that housing is a basic constitutional right. that is not quite the case here, and he tried to talk to me and i was a little bit chill about what we are doing with low-income evictions, what we are doing with ellis act housing, and what we are doing with middle-income housing. for example, leaving a unit empty for more than three months in their definition is an intent of change of use. and it's a very kind of heavy weighted decision because that allows, in their environment, people to basically be fined and be fined to the extent that people are really serious trying to stay away from having empty units. if we have a housing shortage for all lower and middle-income housing, then i think we need to start a serious look at the large amount of vacancy that we have in the area of 35 or 4
