housing units over a 10-year housing balance period. the ordinance requires a bi-annual reporting. and i will talk to you about the 7th report that covered third quarter, 2008, to second quarter of 2018. one stated goal of the ordinance is to ensure that data on affordable housing targets citywide is an approval process for new housing development. there are three housing targets cited. the housing balance report gives context to the three different housing production goals. the housing element mandated by the state to be updated by the article set a production goal of about 28,000 new units to be built between 2015 and 2022. this is regional housing needs allocation goals. 57% should be affordable to low- and moderate-income househol households. there is an annual report and the goal to the state housing and community development. proposition k passed by san francisco voters in 2014 set a goal that 33% of net new units be affordable. this is the goal that the housing balance report will be aiming for. there is also a goal of 30% afford

we made sure in the house, the house bill, the house mark, by the way this is done in a bipartisan way, we make sure that we strike the administrative and overhead accounts and put funds towards programs that serve our neediest, our neediest itizens. on our charge to the best that we can with the revenue, the taxpayer money. and again make sure that the bureaucracy is held accountable this bill falls short. let me give you a few examples. in our bill last year we included $50 million in new funding for program that we call mobility vouchers. these vouchers are targeted to families with children to enable them to move to neighborhoods with greater economic opportunity. and strong bipartisan support from the authorizers and strong support from the advocates for the poor. the senate bill does not any funds, zero funds, for this program. we also -- the house also included significantly more funding for new vouchers for eople with disability. it serves so many veterans also with disability. we provided $390 million for this program. for tens of thousands of new vouchers. this bill before us
