housing means building affordable housing. we need a housing system baseded on the needs of the folks who live and work here and nonprofit developers know through our work and the pandemic how hard it's been for our workers. i really want to bring in the perspective. from that, we've really learned that strong schools can only happen with strong teachers who are rooted in the future of san francisco. to have that, we need stable housing to keep our teachers and workers in the city. for this reason, we've been having to look at really creative solutions beyond the typical affordable housing renting that's been available as an opportunity in san francisco. specifically, we're trying to build a home ownership project in san francisco. it's one of the first. sweat equity and years. this project is going to be dedicated to housing educators in partnership with uesf, but i really cannot emphasize enough opportunities to provide affordable housing both in funding as well as project sites. i really kindly asked the board of supervisor

it has been the house against the senate, congress against the white house. anytime you had that narrative, it can be embarrassing. it has been a particularly messy one because of the length of it. this week, the house -- nancy pelosi is wanting to bring this to the floor. there is no scheduled date, but the plan is to do it before they leave for the thanksgiving holiday. to do so, they had to get commitment from the moderates, who were holding out last week. moderate democrats said we need to see an official estimate from the budget office, which is typically a routine step on any piece of legislation that comes to the floor. in this case, they were ready to bypass that step. that is important. anyone provision might cost one thing. that is what they are waiting for from the ceo. moderates committed to voting on a bill this week. if they get additional information, they are giving that information. they seem to be on course to bring it to the floor. at the end of the day, what they want is to move beyond the process. biden's poll numbers are sinking. they wa

what is the mood inside the white house? >> they're happy but obviously aware of the house ahead. particularly in the senate. those challenges are significant. we talked about senator joe manchin and the obstacle that he poses to getting this across the finish line. he has expressed a number of concerns about the legislation the house passed. he also has complained about the tax credits for electric vehicles that are in that legislation. there are procedural issues as well. immigration can be topped out. there are concerns about the state and local tax deduction, giving a tax break to the wealthy. so you have a very difficult balancing act by the white house that they have to do over the next couple of weeks. get manchin in line, accommodate his needs. senator kyrsten cinsinema is no yet on board. she's making it clear she's going to have her own demands? >> i mean, look. when it comes to those two, you've seen even in recent weeks the president get more involved in some of the negotiations, not just sending some of his closest advisers to congress but bringing them to the white h

this is especially true for affordable housing. affordable rental housing and homeless housing.o successful society reintegration. really it is necessary to support a long term success of veterans. many have slipped into poverty and homelessness when affordable housing and support is not available. in 2019 the count was 600 chronically homeless. 9% of the total count. in 2017 study by university of southern california. over 40% post-911 veterans were homeless in the previous year. not just struggling with homelessness but i have heard from vets with stable jobs who are low to middle income who face barriers accessing the city's programs. the city's existing rental housing programs for veterans through the housing authority are only be available to veterans up to 50% a.m.i. many with income but 50% a.m.i. are not eligible for the programs are at risk of housing insecurity. over the past year i have been working with veteran organizations and leader to develop this proposal to increase access to affordable housing for veterans to prevent homelessness and support self-sufficient ef
