so governing the house of representatives is pruing to be a difficult and complicated task for him in order to get anything out of his own caucus or through the whole chamber. host: the last question, mr. beccera is on ways and means and there's people who want big tax reform because of this deal that were struck they weren't happy with it. mr. beccera mentioned he wasn't happy with the $450,000 threshhold. so where do you see the tax debate going this year? >> maybe nowhere. if they can't agree on something as basic as extending the bush tax cuts for quote/unquote the middle class he's right that $450,000 is not middle class in most people's minds. but if they can't agree on that , they're going to have a tough tough fight and regular order hasn't been the way they've hasn't been the way they've done things anyway.

from the democrats in the house asking for a straight up or down vote on the senate's version of the fiscal cliff bill. the number two republican in the house of representatives just speaking out. we are just getting word that he has told the republicans in the house that he is opposed to the senate's version of this bill, and that could be critical. so let'sok at what this could mean for your bottom line. first of all the bill as it stands right now, the one passed in the senate would end the payroll tax cut, hikes taxes on income above $450,000 a year for families. it makes the alternative minimum tax patch permanent. it also extends unemployment benefits for the long-term jobless and proposed spending defense and non-spending cuts. for a look at the economic impact, let's talk to the managing partner at chap wood investments. it seems like this will be tough to get through the house of representatives, but for our conversation right now we can talk about what we know about the senate version of this. what do you think? >> well, i will tell you, it is not surprising. what people don't understand, when you don't have a bill where you are addressing spending,

but he didn't agree to raise tax rates, that is a nonstarter among republicans in the house of representativesas fryitrying to get out ah of this political tsunami coming his way. he knew because the president was talking about it during the entire campaign season that the president was going to stick to his commitment to raise rates on those making more than $250,000. the president, much to the dismay of many on the left, has given considerably on that point the numbers 450,000 in annual income respectively. but still that is not something house republicans will vote for, no matter what the income level is. and we saw that when the speaker's plan b set at $1 million crashed and burned. what they will do, they will tell members this is the best deal we'll get now, and essentially this is a jam job. the president has come out, we had the campaign style event, he even had one today. really got under the skin of republicans, but john boehner has very little room here. he can simply -- he can watch his party explode or he can try to defy the president, defy what appears to be an overwhelming major

this was good enough for a majority of the house of representatives. it overcame all the factual challenges but could not overcome the toxic, internal politics of the house majority. finally, new jersey and new york are among the most generous states in the nation to our fellow states. we vote for disaster relief for other states in need. we are donor states, sending much more to washington, d.c., than we ever get back in federal spending. despite this history in our hour of desperate need, we have been left waiting for help six times longer than the victims of katrina, with no end in sight. americans are tired of the intrigue and political partisanship of this congress which places one upmanship who sent these people to washington, d.c., in the first place. the people of new york and new jersey are tired of being treated like second-class citizens. new york does better than the selfishness we saw on display last night. new jersey deserves better than what we saw last night. america deserves better than just another example of a government that has forg

the condemnation of the house of representatives was bipartisan. the republican governor of new jersey blamed -- and i quote -- "the toxic internal politics -- the toxic internal politics -- of the house republicans for this fiasco. this, he said, and i'll quote again, is why the american people hate congress." is there a problem over in the house? you bet there is, to the point where one departing house republican member has compared the speaker of the house to the manager of an asylum. and the speaker's house republican colleagues to the asylum inmates. that's pretty strong criticism from within the republican party. so the reason i give this speech is to try to be precise about what the problem is that has driven congress's approval into the cellar, and what exactly is that problem? well, i think that the house votes on the so-called fiscal cliff bill and on the emergency hurricane sandy aid illustrate what the problem is. those bills passed the house for one reason and one reason only: the speaker of the house of representatives waived what's ca
