housing units. over a 10-year housing balance reporting, i will be reporting on the third report which was submitted to you in late may and covers the period from the first quarter of 2007. to quarter 4 2016. this will be the third presentation under housing balance before the board of supervisors mandated. so why a housing balance? one stated goal of the ordinance is to ensure the data is meeting affordable housing targets city-wide and within neighborhoods informs the approval process for new housing development. just to remind the commissioners, here separate housing affordable production targets cited on the man da*itsz and each have its own monitoring and reporting requirements. the housing balance report gives context to these different passing production goals. the housing elements mandated by the state to be updated periodically sets a production goal of about 8,000 net new units built between 2015 and 2022. this is commonly called rena or regional housing needs allocation goals. 57% will be

public housing as part of the housing balance report as if simply perpetuating the number of public housing units we have is somehow adding to the affordable housing stock. i don't think that it is of much value at all to continue to count public housing rehab since it's no net new. it's unlike acquisition of existing housing for affordable housing. we don't move public housing from the market to the affordable side. it's affordable going in, it's affordable now. the only thing it does is confuse readers in seeing 26% of the units are affordable under one measure when you count public housing construction versus new construction which i think is the real issue here. in which affordable housing is only 16% of the production of housing which is dramatically down. finally, we're not counting short-term rentals. that is beyond my understanding of why we're not counting short-term rentals. there are 10,000. there are overwhelmingly rent-controlled units and kept off the market given san francisco's ordinance yearlong. there is no limit. i think we ought to start counting in the housing inventory

unfortunately this particular house was look like inside and house. unfortunately this was gutted by a fire about 120 years ago and it burned to almost a shell at the time. all the outdoor stones and indoor configuration of the stones are in the same place, but the house itself we don't have a good record of what it looked like because of this fire. however, afterward this became part of a tourist complex. the house itself changed, especially so that they could put a guest room upstairs in the house. they added dormers to the house. we knew there were no dormers at the time of the civil plan, and our restoration plan really focused on the exterior. how can we remove the dormers, put the right fences in. but when it came to the interior we acquired this house and it had been a museum for eight decades. we knew we had to remove the cases. once we did that we wanted to open the house into likely what it was at the time. a four room house. we think it was a duplex. there are two different fireplaces. we have good reason to think, very good reason to think

you just heard from the mayor's office of housing on what it means for housing production in the city and habs are used for all sorts of infrastructure, including airports and ports and water infrastructure and hospital, housing and educational facilities and really a very vast array of public -- public benefit infrastructure. the house bill would eliminate the tax deductibility of these and so in addition to the costs on housing, the aircraft has estimated -- airport has estimated in their current capital plan calls for issuing $4.4 billion in habs and this elimination of the tax credit would increase the cost of that borrowing by $1.2 million over the life cycle of the capital plan, so about a 25% increase in cost which is large. and we already kind of discussed the effect on the low-income tax credit. another item that affects the local government's ability to finance capital projects, the elimination of being able to issue new tax exempt debt using advanced refunding bonds and this is like if you're a homeowner and you refinance your mortgage because the rates are good and you ben

now, that's really frustrating for house members. in fairness to the senate, there are two things that they have that we don't. they have the responsibility to pass the president's personnel. about 1400 people. ambassadors, the judges, the cabinet members. so they have got a process a lot of people. that takes a lot of time. then they have these filibuster rules which really bother us in the house and that slows things down over there but when they are done with the people. we expect them to move the trump personnel pretty much through the system fairly quickly. they have a lot more time in 2018 to spend on legislating. less people more legislating. we expect to pick up the pace. >> dana: if the tax bill gets through you will get three things, tax reform, individual mandate repeal. >> that's right. >> dana: and drilling in anwr which i think i worked on when i was with the republican -- >> -- working for scott mckin miss. >> dana: you don't remember scott. >> of course i do. >> dana: talking about this monmouth poll come out not favo
