prairie view is northwest of houston. it's between houston and austin as the crow flies. prairie view a&m is a historically black college in a county, waller county, texas, that's not so black. right now waller county, texas, the overall population of the county is about 70% white, but the student body population at prairie view a&m is 82% black. and in 1972, the year after the voting age changed from 21 to 18, lots and lots of students at prairie view decided they wanted to register and vote for the 1972 election. it was a super hot election, right? nixon is running for reelection, running against a liberal anti-war candidate, george mcgovern. prairie view students 18, 19, 20-year-olds, they've newly got the right to vote. they decide like students all around the country that they wanted to register and vote, and they decided that in large numbers. county officials in waller county, texas, though, decide they'd were not going to allow that. they did not want these prairie view students voting, not in their county. top elections official in the county dug in personally an

the houston police chief said there were 3,000 people outside and 18,000 inside. that is a big rally, a bigger rally than virtually anyone else could draw and that here is the issue for democrats. this is a message the president is carrying, he is nationalizing these midterm elections, which usually isn't how it works. usually midterm elections are much more local affairs and it's one of the reasons we're seeing sort of a divergence of use here. so many voters are looking for pocketbook issues but the president sensing that that wasn't firing up his base enough so he is talking about this. inside the arenas, inside the rallies it works without question. the bigger unknown question here as we will find out in 14 days, what affect is it having on independent voters in swing states other places where he isn't going. outside the rallies this could be having a much different effect. democrats are much more worried about the outcome of the election than they have been at any other point of this year here. so the president knows what he's doing, he's firing up his base.
