the 524 howard street is a very visible site as you come off the freeway onto howard street at the transbay terminal. it did have a negative effect on the people across the street and the owners kicked out the entire building. that building has been since changed, 543 howard. but the department's staff has sat on this 22 years. i was at the original approval hearing in 1989. that is a long time. i was at the approval hearing in 1999. and here i am with it being buried, effectively, the approval. i would just say, in sensitive areas, and this area is pretty sensitive. this is transbay. people should not sit on things 20 years and the department should not sit on things 20 years. the history of me sending e-mail asking you to schedule this is lengthy. it probably goes back seven, eight years. i diseases that -- i appreciated being calendared now. thank you very much and that you for correction. president olague: any additional public comment? seeing none, public comment is closed. commissioner moore: your report is so clear, i move that we support the department recommendation for revocation.

now, let's talk about howard moore, jr. who was there on the left. howard moore, jr. was snakes general counsel. he was a native son of atlanta. he had been inspired to attend law school when thurgood marshall came to atlanta and wowed the crowd at a speech. moore said to himself i can talk like that. and so he could. he was very eloquent. but howard moore just like a. t. walden before him, and other ambitious african-americans had to go out of state to law school. that was because at the time he was excluded from the university of georgia because of his race. he went up north to boston university, and when he graduated he came back to georgia. he really wanted to be a member of the georgia bar and to practice in his home state and city. he joined the bar in 1962, and when he did he was only the 10th full-time black lawyer practicing. not in atlanta, but in the entire state of georgia, which might strike you as pretty incredible. those numbers by the way didn't improve very much until the 1970s. once he joined the bar he went to work for donald hollowell who is there

when i say immediate, i mean the market to howard street. now if you look at where the offices are being developed, particularly the smaller buildings, their way far away from market street, -- they are way far away from market street. bart was the rationale. the increased capacity downtown and the increased capacity for the office development was bart. it was muni, but there was a bigot recognition that the work force was going to live outside -- but there was a big recognition that the work force was going to live outside of san francisco. we have incredible development, way out of the bart service and wait out of muni, and we have not solve the transit and of this. as the dot com boom still happen did north mission, looked at the addresses on small-cap products. look at the addresses deep south of market. we don't have a transit system that functions at the level the city was making assumptions when we allocated office buildings. we're going to get people out of cars, and that part has fallen by the wayside. that is the responsibility of

one of the things that howard university and howard university hospital has identified was that we have a large population of at-risk drinkers, substance abuse patients, and that we wanted to find a way to try to really help our population. we didn't have enough social workers or frontline people to do it. so what we had done was put together a proposal to train our residents. and samhsa was very helpful in that and provided us with a grant to train our residents and our staff about screening, brief intervention, and referral for treatment. so when a patient comes in on whatever service... they may not have come in for an alcohol or substance abuse problem, but the results of the discussion may have been screening that patient just to see, is this person at risk? and once you have done that, you really go through a process of educating the residents and staff about how you can have open-ended questions, affirmative listening, reflective listening, that really allows a person to open up and tell you what is going on. now we know physicians and health care personnel are very busy, so the

all the cars you see are heading down to market street, in the area between howard and mission. if you are trying to get across town that is very good area to avoid. >>> hayward police are refusing to release details on a drug related arrest this morning. sky7hd took these pictures of a home on east 12th street. heavily armed officers as well as canine units surrounded the home. neighbors woke up to a loud bang. >> morgan hill police have identified and now looking for two suspects they believe stole a car last month with a baby in the back seat. they say this woman took the car on may 31 after the baby's mother left it with the keys in the ignition. it was found later that day abandoned in sls and the mother and newborn were reunited. police say they have surveillance video showing the suspect and companion using a credit card they found in the car. they say they are driving a dark blue toyota camry four-door. license plate -- you see it there. the rear windows are covered possibly with black duct tape. anybody that sees the car is asked to call police. >> a passenger will be i
