there are these three money orders from somebody connected to a man called howard brooks who worked for the campaign. but they don't amount to the kind of money he's talking about. they don't come in circumstances that lend themselves necessarily to being paid off. and then he didn't declare any other monies nor does he account for them in any way. so that part of the story has too many holes to be -- to have any certainty to it. >> so let me ask you then, what happens now? because surely the people of d.c., this isn't going to go away and nor will it with the council. so what happens now? >> this is a legislative hearing and my goal is to find out what made this possible and whether there is legislative fixes and i can tell you right now that this so-called accepted service where about 200 people in the government can be put in positions and given salaries, that's going to stop. there will be legislation. i'm going to look at personnel system and the whole business about the salary and the vetting, we created a situation or the situation was there that would allow this sort of mischief
