joining me now, josh barrel, politics editor for business insider and former governor of vermont, howard dean. are you surprised by the decision made by hhs last night after the news cycle had closed, to essentially exempt those f k folks that had these canceled planses, to exempt them from the mandate? >> it's a law firm, not lobbying firm. we do do some government stuff. so, am i surprised? no. look, this is, we essentially, this bill essentially was written as a contract between the government and the insurance agency, insurance business. both liked it that way. that's how it was written in the senate finance committee. there a there are going to be wrinkles. what happened as a result of this bill is that the insurance industry married the government, for better or worse, and there are going to be a lot of bumps along the way and this is one of them. i think the president's doing the right thing because you've got to take care of the people that fell through the cracks. all the people are not entirely the fault of insurance companies. some is oversight and some of that is the website not w

your state's former governor, howard dean, says that he thinks it's going to be a success, but the number of young and healthy people, they just haven't gotten on board yet and they are what's needed to float the boat. do you think it's too soon to worry about that group not paying attention? >> well, i think we've got to worry, but i think we also have to understand that at a time when we have 48 million people in this country without any health insurance and even more people with high deductibles and co-payments, the affordable care act in my view, thomas, is a modest step forward. even if it had been implemented perfectly would still leave us very far behind almost every other major country on earth in terms of universal coverage. and by the way, in terms of the cost of health care. we are spending today almost twice as much per capita than any other nation on earth. that's something we've got to look at. but we are making progress. we still have a long way to go. >> so the implementation, obviously, yes, a lot of bumps in the road into getting that rollout and now a lot of monday morn

even more recently, the divided democrats book, howard dean when he was running for president which is within the last 10 years. he said that he represented the democratic wing of the democratic party. that is a reference to this ideological split them between the moderate democrats and more liberal faction of the political -- to credit party. it is the democrats who have been long divided. in light of the recent developments where we have been talking about republican divisions more so perhaps of the democratic visions we wanted to ask a few questions. our republicans pacific league tea party and establishment republicans, if they are divided, how deep are the divisions and what other issues divide the gop factions? debarred --also how how divided our they do. -- compared to democrats? do tea party republicans go out and grab political information from different sources than establishment republicans? i will get into some of those numbers in a minute. we were primarily interested in that question because we wanted to begin to try and answer if there are divisions are they just fleetin

the other argument people would say, howard dean not in this poll, maybe like a joe biden would say yout a matter of execution of rollout. we can do it better. shouldn't give up on our principles. we are democrats, we stand for caring and compassion and make that case. jamie: what is the future for joe biden, juan? what do you think the future is? >> people write him off. joe biden is very popular guy. people make a lot of fun, he makes malapropisms all the time, when he is out on the campaign trail, it is hard to beat joe biden. his home state, pennsylvania, delaware, but also ohio, michigan, midwest, he is a rock star. jamie: those are important states. >> i know. surprises but yeah. jamie: mary catherine, before we go, new york governor andrew cuomo, if hillary clinton runs is there any way he or elizabeth warren would step into the race? >> i'm not sure. she does seem to be quite a juggernaut at this point but i think folks on the left who are hungry for another option. i would not be surprised if somebody might want to take a stab at that. of course we see martin o'malley in maryla
