but i learned that lesson from steny hoyer. those who know me best know that i'm not one to shy away from a fig fight. ginger says i'm downright combative. lord knows i'm a democrat. i have never voted for a republican in my life and i probably never will. but i'm disgusted with the polarization and incivility that has come to define our politics and i deeply believe that the daunting challenges that president obama faces and america faces today require a transformation transformational post-partisan solutions that one party alone cannot produce. history has shown time after time the transformational reforms most often come with bipartisan support. social security. the g.i. became. the civil rights act. reforms that fundamentally transformed american life all passed congress with huge majorities of members of both parties. my old boss ed muskie taught me about that. he had a rule. we could never introduce a piece of major legislation without having a republican as the principal co-sponsor. that doesn't mean we can't argue with

hoyer: i thank the gentleman for yielding. i want the members to understand the context in which we find ourselves. i have indicated, and i've had discussions with both mr. boehner and mr. cantor and mr. lewis with reference to the appropriation bill that none of us like the omnibus appropriation bills. in order to pass appropriation bills individually, you have to take appropriately significant time. but if you take so much time that you can't possibly get them done, then you are left at the end of the day with an omnibus appropriation bill, which nobody likes. in discussions with mr. boehner and mr. cantor and mr. lewis, mr. obey and i have tried to come to an agreement. on time constraints. there was a discussion on the floor during the course of the rule between mr. obey and mr. lewis with respect to the time constraints and at that point in time, that was not possible. subsequent to that, there were further discussions between mr. obey and mr. lewis in which there seemed to be some progress, perhaps that was possible. as

hoyer: thank you, madam speaker. on monday evening, as millions of americans were making their daily commute home, tragedy struck in our nation's capital. the collision outside of the station in northeast washington, the worst in the 33-year history of washington's metro system, claimed the lives of nine people and left more than 80 injured. among those lost were anna fernandez of hyattsville and another one from tacoma from my state of maryland. our thoughts are with the loved ones as we are dealing with the sudden loss caused by this tragedy. this includes the controler, mary doolittle, dennis hawkins and ann worley and her husband, major general david f. worley jr. let me extend my gratitude to the first responders and medical professionals whose work at the scene was critical to preventing further tragedy. while the cause of this accident is unknown at this time we do know this, the safety of our citizens is our highest priority, and we must take every precaution to make sure this loss of life does not occur agai

i would like to thank the majority leader, steny hoyer, for his work on it. and i would like to thank congressman connellly for his work as well. the the gentlewoman from from new york has worked tirelessly to make the federal government an environment that is supportive of working mothers and fathers. i want to thank her for her efforts. and may i add, a job well done. we need to recognize that the federal government is the largest employer in the united states and that it is -- its policies should set the tone for the country. h.r. 626 provides federal employees with four weeks of paid parental leave for the simple reason that no employee should have to choose between caring for a new child or their paycheck. by providing four weeks of paid parental leave, h.r. 626 makes a strategic investment in the federal work force. this bill will help the government recruit and retain young talented employees. as the federal government prepares for a wave of upcoming retirements, we need to attract this segment of the population to help us take on some of the challenge

hoyer, the majority leader, and i went to the -- to our friends on the republican side of the aisle, went to both the minority leader and the ranking member of the committee, and asked whether or not we could reach agreement that would enable us to meet that schedule and we pointed out that the schedule that we have set requires we set aside no more than about eight or nine hours to debate each of the bills with all the amendments thereto. we were told that they did not believe that they could participate in that kind of tight schedule. so then we tried to proceed anyway. we asked members to prefile amendments so that every member of this house would know what they were expected to vote on. we -- we confronted the fact that 127 amendments were filed. that will take at least 23 or 24 hours just to debate those amendments, and that blows the entire schedule for the entire six weeks. one member today said, well, what's wrong if it takes 40 hours to pass this bill? the fact is that that would be 1/3 of the time remaining on the schedule for all 12 appropriations bills. we've got an oblig

hoyer of maryland. even though that event occurred a couple months ago, mr. hoyer has apparently determined that we are too busy here in the house of representatives to deal with this issue and we are going to talk a little bit about how busy we have been in a couple minutes. but we have had a setback. chairman frank again deserves credit because even though the majority leader won't bring this bill to the floor so we could figure it out with documents, chairman frank said to the treasury, look, just sit down with the people that are interested in finding out the truth here and hand things over. so we had some conversations and sadly i have to report to the house, madam speaker, we have had a setback. while i wanted very much to come and be able to solve this game so we could get on to something else, but there was a meeting, a conversation had on june 3 between representatives of the financial services committee and a fellow by the name of munchus who is the deputy assistant secretary for legislative affairs. he indicated that this meeting where we were talk

steny hoyer is saying he does not like that idea. guest: let me take one step back here. this is half a of an idea that rockefeller from west virginia came up with. there is a medicare payment advisory commission. it is just an advisory commission. it tries to give congress reports on medicare, what kinds of things that should cover, how much it should pay for certain services. but it is just advisory. senator rockefeller once to give that commission full-fledged -- senator rockefeller would like to give that commission full- fledged authority to make those decisions. the idea is that day will be removed from political pressure. they might be able to make logical and rational decisions about what happens with medicare. president obama countered with his own twist on that theme in the letter he sent to the hill. he said he was giving some thought to may be setting up a base closure commission to handle this. there are a number of politicians who interestingly think it may not be such a good idea. you're still letting congress make all of these different medical decisions a

hoyer: i thank the chairman for yielding. and i rise in strong support of this legislation. 80% or more of this bill is to support the young men and women and some not so young whom we have sent in harm's way in iraq, afghanistan to confront terrorism. we passed that bill. we passed it with 368 votes. it then went to the senate, and the senate amended the bill and added additional funding for the i.m.f., the international monetary fund. that did not squeak by on some partisan vote. in fact, more than 2/3 of the senators voting on that issue, including approximately 25% of the republicans voting on that issue voted to include the i.m.f. why? because like ronald reagan president george bush in the 1990 -- because like ronald reagan, president george bush in the 1990's, president george bush in 2008, they believed the i.m.f. itself was an important asset in the seeking of security by the united states of america. now, we didn't put it in that bill, but it's supported by 2/3 of the united states senate, supported by the president

speaker, i want to thank my good friend, chairman conyers, the majority leader hoyer for expediting this to the floor today. last tuesday, june 9, the town of garner in my district changed forever. a natural gas leak, as you've heard, ignited a massive explosion at the conagra food plant claws caugs the collapse of the significant portion of the structure. three employees died in the explosion and close to 40 others were injured. four with critical burns. this resolution remembers the lives of barbara mclean spears of dunn, north carolina, louis junior watson and rachel mae poston pulley both of clayton. they were all hardworking americans who did just what we do every day. they got up, they went to work on that faithful day tuesday to make their lives better and to do their part to contribute to america's work force and success of this nation. one of those workers, louis junior watson, was particularly heroic. though he had a means of escape, mr. watson chose to remain in the building to aid his co-worker, barbara mclean spears, who had fallen. this extraordinary man is truly a hero and

so outrageous that the majority leader of the house of representatives, steny hoyer, whom i joined at a press conference just a few hours ago, made these statements -- two sundays ago i was on a telephone call with the folks at the white house who are helping to make our policy with respect to this and i asked them this -- what money does it save the manufacturer, general motors or chrysler if you shut down a dealership? the answer, zero, zero, zero. this is the official answer from the auto task force to the majority leader of the united states house of representatives , and we send letters to general motor we send letters to the auto task force and all we get is silence. the destruction of a family business after 90 years does not deserve silence in america. it deserves the outrage of america saying how dare you close down these dealerships. when it costs you no money to keep them open. we ask general motors and chrysler, tell us the reasons why we're -- why you're doing it, and do you know what they say? it's to lessen competition. that means americans have less choice. that means

actively have been meeting with us and supporting it for the past 15 years that majority leader steny hoyer and myself and others have been championing this bill. i'd like to put their letters of support in the record. the speaker pro tempore: without objection, so ordered. mrs. maloney: i also would like to point out that this bill is pay-go neutral and would not affect, and i quote, direct spending or reseats. -- or receipts. to be clear, there are no pay-go implications for h.r. 626 because it does not create new expenditures. whether or not an employee takes paid leave, the paid for -- pay for that employee has been included in the salary budget for that agency. the only cost associated with the bill is the amounthat agencies currently save when employees who have a new child take their 12 weeks of unpaid leave, and the $140 million for four weeks of paid leave in the congressional budget office score is what federal agencies currently save when employees take unpaid leave. paid leave can also offset costs by boosting employee morale and productivity while reducing turnover. turnover is
