hoyer. mr. hoyer: thank you very much, leader. let me congratulate you. you were the most significant leader in assuring the passage of the affordable care act that has advantaged hundreds of millions of people. millions of people directly and hundreds of millions of people indirectly. the majority of the house of representatives was opposed to this bill. unfortunately, a few of them did not vote against this bill. you know that, and i know that. that is why it took so long and three or four trips to the well o get enough to drink. americans are moving in exactly the opposite direction. prior to the trump election many americans believed that they weren't sure that the affordable care act was something they wanted to support. subsequent to the trump election they started to look at what they had, to look at what would be taken away. and they started moving to avorable from unfavorable. 25% moved from 42 to 55. 5% said fix the affordable care kt. every democrat since 2011 has been saying we will work with you to make the affordable care act work as well as

hoyer: i wanted to make a comment. i don't think the senate is going to pass this bill in its present form. they may add amendments. i don't know, but we will see. i wanted to add something. whether it passes the senate or not, since january, they have been undermining the competence in the marketplace. they are undermining the competence of insurers and patients and providers. when you have competence undermind, it drives prices up. i talked to an insurer in maryland who assessed that the -- when mulvaney said we aren't ing to pay, going to pay for and thes on deductibles marketplace was threatened and it had an impact. when they continued to offer this bill, every time they offered this bill in whatever form it was, it undermind the confidence dr competence of the market. when you do that, you decrease availability and increase costs. and very frankly one of the things i fear, you will see in the next few days some very negative announcements by companies who have no confidence in the market because of the actions th

hoyer: u.s. army second lieutenant richard w. collins iii was just days away from graduating from bowie state university. richard stood on the threshold of what promised to be a life of service to his cuventry. he has been remembered by family d friends as a kind soul, an angel, a national treasure. all of us across maryland were shocked and devastated when we learned of the attack that took his life. n unprovoked attack. at a bus station, waiting for an uber to pick him up. an individual came along, asked him to step left, whatever that eant, he said no, i won't. and he was stabbed in the chest. we were deeply alarmed to learn that the suspect in richard's murder belonged to an alleged online white supremacist group. richard was african-american. fritschard ear -- richard's murderer must be held to account under the full weight of our laws, and hopefully he will be. his life is a reminder of everything that make ours nation extraordinary. his death is a painful reminder that our work is -- inover sitcoming hatred in this country
