hoyer: absolutely. when we talk about prescribers, we have to realize that doctors can prescribe, nurse practitioners can prescribe. even veterinarians. we have heard tragic stories about people who are intentionally hurting their pets to go in and get opioids for their pets which they are then diverting. we have to do a better job of educating all of our prescribers. this was three different epidemics. the prescribing epidemic, then tamped down on the availability of prescription meds and it shifted into a heroin epidemic. now, we are seeing it shifted into a fentanyl epidemic. each of those has their own different sequelae. when we shifted to heroine, you sought the hepatitis rate shoot through the roof. now that people are on fentanyl, they are not getting hiv, they are dying. we need to address the fentanyl, the infectious disease applications that are occurring from injection drug use of heroin. the best states are looking at mandatory education and have their prescription drug monitoring program o
