the scopes of work proposed in the mills act contract should already be reviewed by planning and hpc before it's give ton the board and it should be executed when there is preservation need and terminated when there is no more need. the contract term limit should be considered. reflecting these concerns, they approved three 10-year rolling contracts and three contracts limited to a 10-year term. legislation to terminate the limited term contracts will be introduced in a few months. two of the contracts were not approved. in response to the concerns and the hpc request, staff developed modifications to the mills act program that may allow for better alignment with the intent of the program. staff developed the program to determine best practices. currently, all qualified historic properties or those designated at the local state or national level are eligible to apply for the contract and be considered. with this proposed amendment, qualified historic properties must also meet priority consideration criteria in order to be considered for the mills act contract. all the applications wo

does it need to come back to hpc? yeah. i guess that's kind of the update. >> commissioners, if i could follow up a little bit on that. the dpw prepared their own sort of structural assessment of the safety wall, and they did concur with the arts commission's evaluation of at least the physical, visual condition. they looked at the site primarily and agreed there should be some remediation of the site in terms of some buckling of the sidewalk and a tree that's leaning on the structure, et cetera. so i think the main concern was who is responsible for the esthetic qualities of maintenance and who is responsible for like standard site maintenance under city jurisdiction. so just to further what ms. smith was talking about, we're trying to figure out what we can put in the ordinance or somewhere where there's an understanding that dpw naturally is responsible for some aspects just because it's city property, but then a conservator somebody brought online for consolidation of the redwood features to prolong their life. everyone

there's a lot of these things that have already been delegated by the hpc to staff. however because they still have to be appealable to hpc, they cannot be approved over the counter same day by a preservation planner, they have to go into the cue. these amendments would simply exempt the following scopes of work from a certificate of appropriateness if it's an article ten structure or from a minor permit to alter. again these are the ada buttons and landings, and the historic landmark plaques themselves, which currently even though they are paid for by the city to someone who has gotten their building landmarked, actually, you have to come in and get a building permit with us and you have to wait several months to get that. so all of these things, the historic preservation, they adopted this unanimously and thought all of these thipgss would help preservation planners focus on preservation work. our preservation team imt is itted that about a third of all the permits that they see upstairs are for those specific scopes of work. that concludes the presentation. i'm su
