the scopes of work proposed in the mills act contract should already be reviewed by planning and hpc before it's give ton the board and it should be executed when there is preservation need and terminated when there is no more need. the contract term limit should be considered. reflecting these concerns, they approved three 10-year rolling contracts and three contracts limited to a 10-year term. legislation to terminate the limited term contracts will be introduced in a few months. two of the contracts were not approved. in response to the concerns and the hpc request, staff developed modifications to the mills act program that may allow for better alignment with the intent of the program. staff developed the program to determine best practices. currently, all qualified historic properties or those designated at the local state or national level are eligible to apply for the contract and be considered. with this proposed amendment, qualified historic properties must also meet priority consideration criteria in order to be considered for the mills act contract. all the applications wo

does it need to come back to hpc? yeah. i guess that's kind of the update. >> commissioners, if i could follow up a little bit on that. the dpw prepared their own sort of structural assessment of the safety wall, and they did concur with the arts commission's evaluation of at least the physical, visual condition. they looked at the site primarily and agreed there should be some remediation of the site in terms of some buckling of the sidewalk and a tree that's leaning on the structure, et cetera. so i think the main concern was who is responsible for the esthetic qualities of maintenance and who is responsible for like standard site maintenance under city jurisdiction. so just to further what ms. smith was talking about, we're trying to figure out what we can put in the ordinance or somewhere where there's an understanding that dpw naturally is responsible for some aspects just because it's city property, but then a conservator somebody brought online for consolidation of the redwood features to prolong their life. everyone

that the laurel heights association provided a slight to the department and also to members of the hpc via e-mail on april 30. and that was following the publication of our case report for the may 2 hearing, which was continued to today. that did include revisions, a few substantive changes were made, including some that addressed two of our comments in the report. so i'll elaborate more on those later. first, i would like to summarize the nomination itself. the fireman's fund insurance company home office is on the north side of california street. in the laurel heights neighborhood. the 10.2 acre property consists of two building and landscape, including 4-story office building. that is located at the center of the property. in addition, there is one-story service building in the northwest corner of the property. the landscape design is out door spaces, parking lots, vegetation. the principle outdoor spaces are the entrance court, terrace and the area around the outdoor area. as stated in the national registry, the fireman's fund home office is locally significant under criteria a for

there's a lot of these things that have already been delegated by the hpc to staff. however because they still have to be appealable to hpc, they cannot be approved over the counter same day by a preservation planner, they have to go into the cue. these amendments would simply exempt the following scopes of work from a certificate of appropriateness if it's an article ten structure or from a minor permit to alter. again these are the ada buttons and landings, and the historic landmark plaques themselves, which currently even though they are paid for by the city to someone who has gotten their building landmarked, actually, you have to come in and get a building permit with us and you have to wait several months to get that. so all of these things, the historic preservation, they adopted this unanimously and thought all of these thipgss would help preservation planners focus on preservation work. our preservation team imt is itted that about a third of all the permits that they see upstairs are for those specific scopes of work. that concludes the presentation. i'm su

the hpc recommended the change in article 11 designation of the 26 buildings noted on the slide.he mint mission conservation district includes 22 properties. the majority of which are not currently rated under article 11 or classified as category 5 or unrated buildings. one property is eligible for designation as a category one significant building and 15 as category 4 or contributory. 3 designated as categories 1 and 2 significant and three category 5 unrated buildings will be located in the district. dpr forms included in your park et cetera provide photographs and an overview of the properties. please note in your case report and resolution the candy factory at 54 mint street was identified as an unrated building. this currently is designated category 1. that designation will not change. an updated resolution has been prepared for the commissioners and for the public and for public review. the candy factory are remain category 1. i have a copy of the resolution for the commissioners and it's also provided for the public's review. as mentioned, the district is compriscomprised

the hpc heard some legislation to designate landmark and landmark districts, in central soma and closer to downtown we added some conservation districts. as well, our strategy's always been to take -- [inaudible] >> -- we didn't up zone in that area, as all, so we've heard comments around lower height districts, well, it's around the south park and the south of market districts. >> commissioner richards: i feel much more comfortable. thank you. i think everybody's on board to increase as much housing on blocks and lot numbers. i think, the other question i had -- after sitting through, i felt a little uncomfortable because after sitting through the 430 main, i'm looking here in the packet about what the role the department may play in relationship in how it feels with developers in terms of extending permits that are acting in good faith, but i don't really understand what good faith looks like. it's kind of mushy gushy, so i can't imagine the department would say we're rerevoking your -- revoking your permit because you're not operating in good faith. i think you need it. i really do.

omnibus included a provision million, i'm 10 sure you know that since you did get the letter from the hpc program to do for loans for schools that met certain criteria in relation to their standing and it is our hope that this department will help these institutions struggling to make payments and provide them with the temporary relief from their loan payments. hbcave approximately 5-7 deferments in place. by the end of this year which is june 30. -- there can speak for was a pending emergency and we expected and hoped that the department would administer it immediately in a way that we could benefit all of the institutions in distress. departmentg that the is pursuing a plan that would not allow all of the school to qualify for the deferment to benefit. the suggested rationale was that capital finance payments typically average around $2 million and the department is not promising funding for loan modifications after fiscal year 18. my question is, would you commit to a program so that we could assure that we don't have hbc closing? will you commit with working with us to ensure that any
