those are referred to hra's. prior to january 1, 2014, those accounts were allowable and could reimburse for certain medical expenses and then upon 24 months of inactivity, the money will revet to the balance. they don't meet minimum coverage under the action ca -- what's allowed is those linked up with health insurance. those that cover accepted benefits, those that are accepted out of the minimum like dental and vision that don't comes with your health insurance. it comprises of two things. medical reimbursement accounts and those are operated by the city that monitors like an hra but operated by the city and healthy san francisco. so if a person is eligible right now for healthy san francisco, they're routed into healthy san francisco and if they are not eligible for healthy san francisco, they don't live in san francisco for example, they work here but at the don't live here, then it twos to a reimbursements act. this is how it works today. starting at the blue box on the left, the health care security ordina

many of these workers are struggling day-to-day, paycheck to paycheck and when they have an hra, they work under the assumption that the worker can pay and they'll get reimbursed through this and i work for the ahr and i'm married to a restaurant worker who has an hra. it's extremely challenging to draw down all of that money. i don't know if you have a credit card, but i'm guessing you do. most of these workers don't. you have to get online in most cases and try to figure out which cost are covered and which aren't. this are lots of restrictions on the money and what it can be used for. currently you can use them for vision and dental care. this is not a model that's set up to support workers and get them health care. this money is owed to the workers under a law and a fight that's been had to pass the original acso. i'm lucky that i have health care, but many of these workers do not. it's high time we close this loophole. we've been here with you before. we respect and honor your commitment to getting the most people health care under this system and i appreciate your time. thank yo

current san francisco law allows employers to reclaim money under hra after 24 months. in 2012 which was the most recent date, of the 107 plus million dollars that was allocated through these accounts accident employers reimburse 26 plus million of those dollars to workers. that represented 24.6 percent of the total dollars placed into those accounts. therefore, in 2012, over 80 million was pocketed by employers and this is what we refer to as the loophole. the office of labor standards enforcement has not published their data for 2013. we asked them for preliminary numbers and things have gotten worse. of the 124 plus million dollars placed in reimbursement accounts, only 20 possess were reimbursed. only 24.5 percent of the dollars were actually used to support work -- support worker's health change. it was pocketed by businesses. and this is the equivalent of $1.8 million per week that should have gone to worker haelts change and did not. >> i wanted to give you a sense using the current publication. it's a minority of employers that's exploiting this loophole and the
