" was coined at the hrc in san francisco. we have a rich history and we have an emotional tie to the program of the full benefits. we have also been so successful that several million nation -- workers nationwide are covered by its provision in various areas of the country. in fact, even organizations from outside the u.s. are now giving equal benefits to their individuals and employees inside the u.s. but it is one of those things that add that the ball, i have become commonplace in san francisco. and everybody -- it has become commonplace in san francisco. and everybody knows that you have to provide equal benefits for all your employees. camera winchester, who is heading that division under hrc now, she will be transitioning. she is very tough when it comes to these things. it is definitely a contract in issue. we were told two years ago, unless the city got a certain figure, they could not by a fire truck. we're focused on these issues. be careful what you wish for. be careful if this becomes a mainstream issue in a mains

at this point, it is very similar to purchasing the hrc. again, it is about teamwork and pulling together the team to talk about generally the programs of the goal -- the goals of the program. but they are still comfortable to the city administrator's office. supervisor kim: how can that be done? how did you plan on doing that? >> similar to the purchasing office, at this point, what they do is have regular staff meetings, and whether it is monthly or every two months, they talk about what the new coming things are, making sure that communication is going out to all staff, whether you are in the central office or at an enterprise fund department. supervisor kim: i think that is incredibly important. even the we have folks around the city -- and i understand why they have to be in-house -- but i think regular meetings are incredibly important. supervisor campos: i wanted to follow up, and i appreciate those comments and questions. a couple of other points -- i wonder -- i spoke to directors barks. i asked about the 12b program and equal bene

leading 12 positions at the agency -- hrc. we will be reducing from $5.80 million worth of total budget for 11-12 to $1.80 million for 12-13. which is a reduction of $3.90 million. go to slide #6. you can see a compared of total production for the sources of $5.841 million worth of sources of income, revenue for 11-12, down to 1.63412 -- for 12-13. about over 90% of our funding came from reporters through various departments in -- departments in -- reporters through various departments in 11 and 12. most of the function will be transferred to the city administrator's office. if you look on slide #9, pager #9, you can see uses of funds from 2011-2012. 186,000 -- 886,000 are on service of other departments. 33.5 funded fte's for last year and 4 rudder 67,000 in general fund support. -- $467,000 in general fund support. this year, we have 1250 -- 12 ftes' and a small reduction in services from other departments. again, going through positions, authorized positions from 41 to 12 at the hrc. 70% reduction. funded positions from 33.

that work, given that the functions -- administrative functions will be transferred out of hrc. can you talk a little bit about that? anyone. again, the question is -- to the extent that the responsibility in terms of determining compliance, as i understand it, remains with hrc, but the administrative function is being transferred -- how is that going to work? >> under the charter, the human rights commission has charter authority over discrimination programs. the final determination about whether or not an entity is ebo compliant is considered to be a discrimination determination. the plan is that all of the same people that have been doing this work really since the ebo began, will be working under the direction of the city administrator. they will be evaluating files, making recommendations, but ultimately, the director of the human rights commission has the authority under chapter 12b of equal benefits ordinance to determine if someone is or is not compliant. the ultimate decision has to be made by the director. interestingly, it is the director and not the commission. there

. >> i am i the, manager of the bureawe had the first two biddee not qualified because of hrc. this is the first time that one of them has not been able to comply. we are making a direct our region and helping to bring the men to really walk them through, step by step, and a partner to make sure that something like this doesn't happen in the future. we modified via administrative code and agency rules and regulations to try to help contractors with a good faith outreach effort. most of the time it works really well, this is just an instance where they did not complete good faith out reach sufficiently in order to gain the points. >> i would like to say that this has come up in the past and it has been an ongoing problem. the field that they are completely clear on their responsibility? >> again, a couple of these have had specific problems with this before. and because there seemed to be really picky technicalities, we worked to change those things to make it a much more obviously good faith claim, not to show up at these three places at the right time. for these kind of contra
