hsa staff began in 2014, sublease now before you is retroactive to april one, 2014.known in the budget analyst report, the master lease, between 1238, llc and the child abuse prevention center was amended five times between october 2011, and september 2013. some of the amendments were a bit confusing in nature. and we had some areas of conflict that we needed to work with the non-profit to fully understand the import of all of those amendments and what rights will be flowing to the city as the subleasee. and i have to say that i have been doing this stuff, for 30 some years, and this is the first time that i have seen a lease that was three years old and already on the fifth amendment and that is pretty unusual. that created an issue of complexity for us to navigate through, and frankly it was a real partnership with the center and i want to thank them for being very transparent in helping us understand the relationship between the landlord, tenant and then to us as subtenant and so additionally this project involves portioning a cost across the sublease space and th

a separate youth count was done this year and this is the best practice in the homeless count and hsa will talk about those numbers, but 914 people under 25 are identified as homeless. and 25 percent were former foster youth and 30 percent lgbtq and we understand that we are just seeing a snapshot, or a portion of this problem, because getting an accurate count of homeless young people is extremely challenging because many transitional aged youth, especially young people of color do notify as homeless even though they are homeless and they are couch surfing. and a researcher at uc berkeley has been working closely with us and she is a national leader in developing new methods for accounting and assessing the needs of this population. and she is here today and she will speak during public comment. and a 300 street based youth that she interviewed, 41 percent were actively trying to leave the street, including signing up for drug treatment and enrolling in school and trying to save for a apartment, and this shattered the myth that somehow the young people want to be homeless in san fran

about 30 percent is our hsa staff and the operations of the agency. the majority of our 50 percent of aid payments go to wages and benefits close to 20,000 providers that we have in the city providing in home care for our senior and dependent adult population and foster care payments and adult and county work systems for payments. there is really six areas, and i talked about the growth of our budget of $87 million. it's really these areas that i will speak to briefly. the first i talked about is the implementation of the affordable care act. since we began enrollment or preenrollment in october through may, we've seen over 50,000 new enrollees which is an increase in medi-cal load. we are getting city of city of san francisco the health insures. -- insurance. we've had over 38,000 of medi-cal applications through various channels whether they are walking in or online or via phone or mail. we are providing the paper they need as well as meeting the standards. similarly in cal fresh, the california's name for federal food stamp program. it's not called

that was set to be reached by 2015, and we have been working with the department of public health, and hsa and our office of hope, to continually, push for additional units and we feel that 400 is actually locally insufficient, and a lot in san francisco, and it is nice but it is totally not enough. and we would really welcome, a greater number of units and also a greater range of types of opportunities available. and we want to be able to report, annually on the progress that we are making on the tay housing plan and this is as i mentioned is to diversify the housing options to the tay young people and for some it is short term and it might be some immediate financial assistance and a short term bed, but for some of these people they need longer term supports and so we support a range of opportunities, for the young people. and then, finally, we are going to be working with the office of hope hsa and dph to do the annual evaluation of the effectiveness of the tay housing options in san francisco. and so we will look at how effective they are in reaching the young people that need them and

we would like to acknowledge city staff from hsa and dcyf for yoing us at the town hall. our priority is to encourage to build on its progress towards meeting the 400 -unit goal by 2014. to strengthen and expand the social safety net for transitional age youth that are critical for them as they transition in dependent housing. we urge providers to implement and evaluation tool with input that measures the quality and effectiveness of transition age youth housing and supportive services and to analysis outcomes for all. last but not least we urge greater housing support for those who might not otherwise be eligible for age youth housing program. i will present on no. 11 for vital transitional age youth services. in our city, there are $11 for vital transitional age youth services. in our city, there are between 5,000-8,000 ages who will not make it in this population. leaves their set of policies for this spring of this year. transitional age youth discan -- disconnected age youth have more challenges and should have more opportunities and challenges in meeting their needs

elevators has city funding and so we are going back and we are going to be hearing the basic both, dph, and hsa on those issues and we are going back and getting a little more detailed information on the manual and the automatic doors on those elevators because those are principally create a lot of problems with the elevators being out of service and so we do have that audit and one of the things that we learned as far as how that relates to the code enforcement over all and the statistics is that well it is time consuming and some ways unprecedented and it was a useful thing that could be used by this department and others and listening to the previous agenda item under the vacant buildings, and you know this is something that from a code enforcement standpoint we are going to probably see again and again where we need to do a lot of data collection. and the amount of detail on that, was at the request and the division of the director, and so, those were items that given to say that they the sized and dimensions is the information that could be used by us and other agencies but that is part of

closely with the ipo program where we have a number of folks that are having their salaries paid by hsa but were actually -- they're working on rec and park properties and we're supervising their work. currently right now they're working up at mclaren park as well as glenn eagles golf course and learning a lot of those horticultural skill. one of the thing we're really proud of, and i'll finish up, is our scholarship program. we had over $650,000 awarded alone in this summer just for summer camps. we've already allocated over a million dollars in scholarships for the entire year for our programs. one of the program that we have for the youth population which we receive funding from dcyf and are very thankful for that is our recreation program. we are able to hire 235 to 240 youth this summer. there's also a number of youth that we hire throughout the school year. so, it's been a really terrific program. sort of in conclusion, we're excited about the city's efforts to enhance the lives of our children and their families and look forward to the opportunity to be engaged in the dialogue ab
