our work around family support also is a collective effort with dcyf and hsa. we have 26 family resource centers across the city and our focus is about supporting families that are most vulnerable, especially those in the eastern side of the city. and also being able to connect with families as we now know, there are many families who are accessing information through technology, so it's not just a play based strategy. we've been able to effect parenting and parenting skills. being a parent is very hard. it not something that has been taken -- you know, it looks better on tv than in real life. and so what we do is provide a lot of parenting support for families. you just don't know how discipline sometimes works in this country. so our family resource centers are there, they're the front lines of helping families navigate all these systems. we've been seeing an incredible response in terms of being able to see parents and see their efficacy as well. and in child health, this is something we're really still working on. this is, i would say, one of the mysteries

i started working as hsa sweeper through the jobs narrow program. throughout my year, i was faced with a lot of challenge. lost close friends to gun violence, dealt with being homeless and also not to mention people in high places telling me that being a sweeper can't get you anywhere, you won't be able to make this job a career, don't depend on it. all of those things gave me the fire to make this job a career. after 7 months of sweeping i was referred to this program, where i received certifications and multiple training. cpr, flagging. i also learned the value of life through this program. i also learned how staying dedicated and determined could open doors that couldn't be opened before. after completing my year of sweeping, i was offered a full-time position as a sweeper for dpw. [applause] at this moment, i felt like i had made it for my daughter. she has someone she can be proud, she has someone she can believe in. but making it didn't decrease my outlook on this position. i wanted more for myself, for my child, more for my mentors and family

so i will turn it over to trent rohrer for hsa. >> good afternoon, supervisors. trent rohrer, executive director, human services agency. i'm going to start actually even though this is the federal select committee with just a few state issues, simply because the potential dollars at stake are so significant. the first is the cost shift in the inhome supportive services program or ihss, implemented through state senate bill 90, which was passed last year. it's an extremely complicate, very complex cost sharing formula that sb-90 implemented. i'm not going to go through that, but the upshot is that through sb-90, the state shifted about $592 million of cost from the state to the counties to fund the ihss program. san francisco's share in the current fiscal year is about 20 million. this is a combination of our increased minimum wage and increase costs or increased wages for ihss workers due to the minimum wage locally, and other factors that we've incurred including caseload management in 2012. the $20 million each year will increase next year for the a couple of r

down the alley in our office on nottingham place and there was a baby, tiny baby, coming out of the hsa vehicle. and that said one thing to me. this tiny baby was taken away from her mother right at the hospital. what was our work to be done to ensure safety, but also help the mother with some of the skills, basic things, change diapers, know how to interact? that's our job. the collaboration with the agencies is remarkable. tobacco tax money is dwindling, marijuana tax money is going to increase and hopefully go on because there are real health benefits to marijuana that is recognized. it's no longer illegal. many of our families have been traumatized by the judicial system, perhaps this is a source for revenue. but whatever the source, i hope you continue to support us, support collaboration and thank you for hearing us. these are my families. stand up. thank you very much. >> good morning, everyone, thank you for having me today. mission neighbor centers have a resource center and we're part of the mission resource collaborative. i'm here to talk about maintaining and growing the fun
