this is where hsoc is based. the healthy streets operation center mission is to provide a unified and coordinated city services in response to unsheltered persons experiencing homelessness. our thought is we lead with compassion. we emphasize with the whole community. there's residents and businesses and merchants that have issues as to what is going on with the homelessness. we also have compassion for the homeless who need services and they need shelter and they need supportive housing, things of that nature. we believe that everyone can change and that safe and clean streets can be maintained. there are seven agencies that are involved in the healthy streets operation center. so you have the apartment of homelessness and support of housing at the table every day and them their homeless outreach team. we have the department of public-health and now we have a full-time department of public-health worker at hsoc coordinating individuals as we bring them names. they're working to get people drug treatment and ment

i wanted to report that i was able to visit the hsoc headquarters on turk street at the department of emergency management. it was very inform ative infor the agencies working together to address the homeless crisis. i was sad to hear that the numbers in the program or the referrals made by officers was declining, but they are hopeful that they can work with the hsoc program to get the numbers back up and address the numbers of mental health and homelessness in the city. commissioner hamasaki and i did attend bayview lineup, which is why we were late today. we learned some things from the officers. it's very beneficial to go out there and speak with the officers one-on-one and actually find out what is happening and what issues they're facing on a daily basis so we can become aware of those issues and that's how we're able to sort of resolve the narcan issue and we're planning on continuing doing that to learn the issues that doctors are facing, so -- >> commissioner mazzucco: i want to thank both you and commissioner hamasaki for doing that, and d.j., i'll recommend that you do the s

i am curious with hsoc whether it came down yesterday whether this is considered, if there's obstacles. and whether it's compliant. i know generally we don't make a habit of arresting people for sleeping on the sidewalk but i would note chief scott specifically said people can't just sleep on the sidewalk. as of yesterday and the ninth circuit maybe it's not the case anymore but i am not here to crack on chief scott. i appreciate him for all he has taken. we talk of the d.o.j. recommendation, i know that those are going to, we have to approve those and there was one minor change. one fear i have is that this is being put through in and wore getting two more commissioners that will be voted on and it's another step towards bringing in the electronic recontrolled weapons. my concern. >> cynthia: they've been voted to be approved, however, we have not addressed the training and the use aspects. i know there's more dethales that can be deployed and those are my concerns. it's very difficult to train -- to vet and train cops we currently have given our system of law enforcement. not necessa

activities since our last meeting in august 23, every two weeks i participate in an hsoc meeting, deputies that deal with keeping our streets clean and safe. so i've asked assistant deputy chief zanoff to be my designee in case i can't attend, but they are regular meeting that talk about department successes as our departments collaborate for homeless participation. the departments that participate are san francisco police department, san francisco department of public health, public works, the mayor's office, and, you know, trying to come up with reasonable solutions to address some of the unavbehavior we're seeing on our streets. that afternoon, i had the privilege of going out to 22nd and mission where there was a fire a few years ago, a fire fatality. there was a mural unvailing. the person that was selected to do the mural was one of our firefighters. if you haven't seen it, i would encourage you -- if you're all driving by or walking by 22nd and mission, at the he pretty phenomenal spray paint artwork. i attended that as did a number of people from division three, station 7, and memb
