jeremy hubbard is live tonight with what's coming. jeremy? >> reporter: david, good evening. if history holds tonight, it will be a deadly night on u.s. roads. dui deaths shoot up 150% every year around new year's eve. but this year, police, prosecutors, even judges are invoking some of the most aggressive new tactics yet to stop duis. for police, it is a common scene. a drunk driving suspect saying no to a breathalyzer test, hoping to beat the charges in court. but this holiday weekend, no is no longer an option. seven states have made this a no-refusal weekend. under the program, if a motorist refuses a breath test, a judge will be available around the clock to issue a warrant for a blood sample that will be drawn by a nurse on the spot. >> the no-refusal program is a unique program that takes away the ability of impaired drivers to prevent the police from getting evidence. >> reporter: however, there are critics who call this vindictive prosecution. >> of course it's a good thing to get drunk drivers off the road, but it's not a good thing to run rough shod over the consti

jeremy hubbard has more, now, from boston. >> reporter: rob, vinita, good morning. it is proving to be daunting and dangerous, dealing with all this snow. one of the big problems in the northeast now, roof collapses. there's a garage near boston where roof collapsed under the weight of 3 1/2 feet of snow. it smashed down on a car, where two men for trapped inside for several hours. police had to set them free. reporters talked to them at the hospital about their harrowing ordeal. >> my wife was the first person i called. and i told her that i was in some trouble. and didn't know if i was going to make it. >> reporter: that was just one of many roof collapses across the northeast. roofs were buckling and collapsing under the weight of all this snow. this 16-year-old posted some sped-up video of his efforts on youtube. this is his home in connecticut. he got out there with his dad to clear away 3 1/2 feet of snow that had stacked up on the roof. they had to clear away the snow because it was starting to leak into his bedroom. a little math shows just how staggering th

jeremy hubbard is in boston this morning. good morning, jeremy. >> reporter: good morning.se. there was a garage near boston where a roof collapsed under the weight of 3 1/2 feet of snow. it smashed down on a car where two men were sitting inside. they were trapped for several hours. police had to set them free. reporters talked to them at the hospital about their harrowing ordeal. >> my wife was the first person i called and i told her that i was in some trouble. and didn't know if i was going to make it. >> reporter: that was just one of many roof collapses across the northeast. roofs were buckling and collapsing under the weight of all this snow. fire officials say they're surprised it isn't happening more often. >> there's a lot of flat-story, flat-roofed factory buildings around. they just don't think that, oh, i have to shovel the roof off. >> reporter: even for homeowners this is proving to be a lot of work. this 16-year-old posted some sped-up video of his efforts on youtube. this is his home in connecticut. he got out there with his dad to clear away 3 1/2 feet of

let's go to jeremy hubbard in boston now with the latest. jeremy? >> reporter: george, good morning. we've seen it. lightning, thundersnow, intense winds. bliding snowflakes. we're in the thick of it. the heaviest snow right now and in the next couple of hours in boston. we stayed up all night to see if it was going to be a snow bomb as it was forecast. sure enough, from flurries to in your face. it's 3:00 a.m. now at boston's famous bunker hill monument. you see the signs of the nor'easter showing up. and the wind gusts are picking up, too. now, the burst of snow seems to be exploding over boston. you can see. they're hard at work out here trying to clear it away. it's 4:00 a.m. now. and the conditions have, indeed, worsened. blowing snow. heavier snow. it's expected to be like this for hours to come. wow. you look at this now, the snow really has picked up. the burst of snow exploding over boston now. just in the last few minutes. it's 5:00 a.m. now. the winds have picked up, as well. conditions are going to get worse through the day. it's startin

and that's where we find our jeremy hubbard. the storm after the storm has made for some -- well, some dangerous buildup, hasn't it, jeremy? >> reporter: it sure has, robin. good morning. the weight of this snow is stressing and straining buildings. part of this warehouse roof back here collapsed, popping out the garage door there. and we're getting our first look inside a building where two men could have been killed in a roof collapse. new video this morning from inside this boston garage shows the moment the roof buckled under the weight of three feet of snow. steel beams came crashing down on peter sullivan's car. he and his friend, caesar jimenez, were trapped in the wreckage for hours. >> my wife was the first person i called. and i told her that i was in some trouble. and didn't know if i was going to make it. >> reporter: roofs have collapsed and caved in on buildings, barns and businesses across the northeast. it happened at this warehouse in massachusetts. >> i just looked up this morning to see how much snow we got. a

our own jeremy hubbard is just outside boston with the very latest there. good morning to you, jeremy. >> reporter: good morning, elizabeth. they are running out of places to put all this snow. they're trucking it in to snow farms like this, where earth movers are piling it high, about five stories tall and growing after the overnight storm. by midnight, as the wall of snow blew in, the crashes and spinouts cluttered the roads. the driver of this one is lucky. you can see the skid marks right here. he nearly drove off the side of the road falling 20 feet down to the road below. these roads are slick. slick and invisible. just a half hour later, at 12:30, this highway south of boston, covered. drivers facing a blinding barrage of snow. >> it seems like it's never-ending at this point. >> reporter: in the thick of the storm at 2:30 this morning, driver ken coburn, out plowing interstate 95 in a whiteout. it's his seventh snowstorm this year. the fourth in just the last month. this machine turns snow to steam. 92-degree melting trucks that can liquefy a footba

jeremy hubbard joins us from boston with more on all of this. good morning, jeremy. >> reporter: good morning, robin. it happened at this house, too. you can see the damage from that huge tree branch weighed down by snow that came crashing down on the front of this house here. and across huge portions of this country, this was a destructive storm. 20 inches of snow. that is the mess that trapped buses and 18-wheelers in some parts of the northeast. in the south, bitter cold temperatures left roads covered in sheets of ice. >> if i had had to drive, i would not have come out. >> reporter: 900 accidents and stranded cars in connecticut alone during the storm. >> you can see behind me there are snow piles on the side that are really high. so even if you try and walk, just getting to the sidewalk, you go all the way up to your knees. >> reporter: in rhode island, 100 drivers left stranded on snowy roads at one point. in massachusetts, heavy snow added hundreds of pounds of weight to trees. this massive branch broke through a house, missing a 19-year

jeremy hubbard has more from cheshire, connecticut. >> reporter: good morning, robin.ore freezing rain is falling. right now, that's on top of the half inch of ice that coats everything. and across this part of the country, it's proven to be a big danger for drivers. this suv was spinning in circles. barreling out of control, downhill, with just one way to stop. seconds later, it started all over again. parked cars were like pinball bumpers to this driver. the brakes, no use. the wild rides continued. a convoy of collisions on this pittsburgh street, even as crash victims, like these children, were escaping the mounting wreckage. in pittsburgh alone, 45 crashes chocked up to ice. at least 70 people treated in the e.r. for slips and falls. the storm packed with sleet and freezing rain moved further northeast to boston, where, instead of driving, cars were skating. >> hills, it's tough on the hills. in new haven, connecticut, a backwards approach to the drive home. parking lots and streets looked like ice rinks. >> we just started sliding and sliding. and just stopped. i
