his work in the senate brings to mind the great words of the late hubert humphrey when he said -- and i quote -- "the moral test of government is how its government treats those who are in the dawn of life, the children, those who are in the twilight of life, the elderly, and those who are in the shadows of life, the he elderly, the sick, and the handicapped." senator kohl has been a leading advocate on children's issues. for instance, he offered legislation to expand the school breakfast program and has been a supporter of child nutrition programs. he authored legislation requiring that handguns be sold with separate child safety locks. of course, as chair of the special committee on aging he has led the charge on issues affecting older americans, something especially important to my state of iowa. and particularly i salute senator kohl for authoring the physician payment sunshine act, which was included in the affordable care act. the sunshine act which was the focus of a series of hearings chaired by senator kohl will require transparency and disclosure on payments made to doctors

but at best buy, they go with hubert jolley. who is this guy? in need of a wholesale transformation at a company, you can't think like a retail company anymore. you have to think like a tech company. and you bring in what amounts to a consultant for the business. that's the problem. and shareholders should be angry, not just because the stock dropped. yahoo! has been stagnant for a while, and shareholders have been angry there, but at least the board went out and did something. that's what best buy hasn't done. they could have gone that route like yahoo! did, but they refused to, and the results now, it's not there. >> i know this name isn't on your list, rocco, but i wanted to bring jcpenney up. ron johnson you could have argued would have been the ceo to turn the company around. but we've not seen the results. would you consider putting him on this list as well is this. >> i wrote an article earlier in november that criticized ron johnson and his performance. i think what happened there is ron johnson was fantastic at apple. but he worked at a

hubert humphrey was leading that debate. and it so inspired me that i thought, you know, someday i'd like to be down on that floor and i would like to debate the great issues of the day and i would like to represent the people of north dakota. and so i went home and wrote out on the back of an envelope that i would run for the united states senate in 1986 or 1988 and i ran in 1986. and was successful. that is the power of a plan. to you young pages who are here, if any of you seek to be in the united states senate someday, have a plan. because there are so many people who sort of drift through life without one, if you have a plan, you will be light years ahead. and in that race as i indicated my now wife, lucy, was my campaign manager. we won what was then believed to be the biggest political upset in the history of our state. and i was proud of that victory and proud to have a chance to represent north dakota here. i think we all know that our country needs a plan now. and we know that plans have worked before. i was here i

neglected in america is a conservative one but that to put it in context, if you fill the alamodome, the hubert humphrey dome in minneapolis, yankee stadium, the stadium in georgia, in tennessee, tiger stadium in louisiana, the rows bowl, the -- the rose bowl, you would still have -- you would fill that and still not cover all of the children who are subject to abuse and neglect each year in this country. and almost half of those children that are abused are aged 4 or under. our bill provides an opportunity to take an important step forward in developing a national strategy to protect our most vulnerable children. the commission, appointed by the president and congress, would develop recommendations to reduce the number of children who die from abuse and neglect. the commission would bring together a group of experts from around the country in a wide variety of professions to identify provential efforts. so little of the resources that we focus on abuse and neglect in children today goes to prevention. and that should be an important focus in a broad sense, as well as the collection of good dat
