i am the director of human resources at huckleberries youth programs. i have been there for two years. i am here to talk about rising health care costs. 10 years ago, the average health care costs per employee was $1,360. 11 years later, at this fiscal year, it is now $3,950. that is a 58% increase. when i talked to a broker about what to expect for the next year, he said, roughly 15 to 20%. over these years, cost increases in everything from health insurance to gas, food, utilities, we had to explore many options in an attempt to balance the budget. most of these cuts were absorbed -- most were absorbed on the backs of our staff. when staff leaves, positions have been left unfilled. many staff had to forgo salary increases. in addition to that, staff have had to take unpaid furloughs. in addition to that, several staff work reduced work schedules, myself included. at a time when demand for services has increased, costs have continued to climb. the mandate that was put forward about 10 years ago for the hcao. there was an attempt to have it filled by th

of course there's nary a person who hasn't read "huckleberry fin" or "tom sawyer." as mentioned "kentucky yankee in king arthur's court," we like to refer to it is a kentucky red sox in king arthur's court. the entire board has worked tirelessly to make sure that we are able to perpetuate the great legacy of mark twain, in his literature, in his humor, and his is a tire. it's a gift for the country that everyone should have the opportunity to enjoy. just this -- last year in the house adjoining the twain house in hartford is the home of harriette beacher stow and we had the members of the congressional black caucus who came to hartford to participate in a discussion about race. and of course even today, as both mark twain and the whole issue of huckleberry fin and tom sawyer continued to come under literary discussion and debate, it also focuses on an important issue that the nation needs to continue to face and that's the whole issue of ewe manatee as it relates to how man deals with man and the whole issue of racism. there was no stronger proponent in this nation
