hud is transferring all properties. wells fargo and bank of america have entered into agreements with the land bank transferring properties with a check of $7,500 which covers most of the costs. these processes have killed the flipping market in ohio because they have shut off the dusting of low value properties. there is also demolition through the revenue and generated by the sale of properties that do have value. the lack of demolition dollars is killing many of these older cities in the midwest. as i see, your new american city logo, i can tell you that you cannot envision a new american cities in many of these committees and to you take down the old dilapidated american cities. unfortunately, the money is not there. we have the value of the advertised tom supplement. it is very well documented. values increase when occupied homes when they constructors' are removed. our inability to convince federal officials of this pressing need has continued to be a problem with the demolition dollars continue to be problematic.

we need to continue to do work at hud to make hud the partner that you need us to be.all of those things, we are also going to need to fight this year. you all probably saw that "the washington post" published a series on the home program over recent months that attacked the effectiveness of that program. we are fighting back. "the washington post" got the story wrong. they claimed there were 700 projects around the country that wasted money, and we of looked at every one of those projects and found that more than 50% of those projects were complete and occupied. so, we're fighting back on that story, but we need your help, and my team will be coming to all of you. we need to not only have the data that shows these projects are complete, but we need the photographs, the personal stories of the folks that it moves into those buildings, because, let's be clear, this is going to be a question not about whether the goals that we have are the right goals, but whether the programs we have our meeting those goals, and we have to be able to demonstrate in compelling terms the

it had treasury, it had hud, it had fannie, it had freddie, it had the mortgage bankers, the realtors, the home builders, it had the community groups and the special interest groups. all of them were involved in this push to increase home ownership to intended record levels by the end of the millennium. and they created a platform that would carry that out. and that included reduced down payments, changes in building quality, innovation of new mortgage products and all of these were stated goals, and they were implemented as part of policy, part of plan and part of the notion of wrapping ourselves in a culture of ownership. ownership society without ever having a discussion about what it was. and we forget that all of the benefits that historically have been conveyed by home ownership are real. there are greater ties to one's community. they are a better place to raise a family, more stable neighborhoods, typeically neighborhoods with more focus on educational attainment of the children in those neighborhoods. but we never stopped to ask what it was that really drove those as part of
