i work for hud, and it hud is in full support of the project. the issue on the environmental review was an economy issue. the city was contemplating using funds for acquisition. and the timing for hud's environmental review did not jive with the city's timing. hud has no issues with the project itself and of the environmental review requirement no longer applies since the city was not requesting funds for acquisition. president olague thank you. commissioner antonini. commissioner antonini: thank you. i have a lot of concerns, but i will go into the specific concern that the appropriate time. but i do have some questions about some of the issues that were raised on the neg dec. the first issue is the fact that whether or not the comments pe riod was long enough, because of the dozens of state or federal issues, then it is supposed to be at 30-day period. i do not know of legal counsel or someone can comment on that, because it is on state highway. we did hear that hud did not contribute any money to it, but they were not able to do a review. i a

in fact, a considerable environmental assessment impact report to hud was prepared, and yet, there was no notification to hud or any other federal agencies so that these documents could be coordinated with one another. i would also like to point out that this is on highway 101, and caltrans does have jurisdiction over this area. there were also not notified. finally, the historic elements of this property has not been addressed by the state's office of historic preservation. rather, the project sponsor has made an assessment of no historic value, and that assessment has been echoed by the department. in light of that, it seems strange that this application and pmnd not be submitted to the state office for historic preservation for potential comment. i would then like to move on to the issue of -- a this project as a test case in light and in support of this type of housing. it is undisputed that the mayor's office of housing has funded this project before. the completion of the entitlement and ceqa process. it is also beyond dispute that this has been carried out pursuant to those hous

some of the connection of some of the programs that the department of health and human services and hud have used for several years, and it's wonderful that we really actually have a partnership now between the department of veterans affairs and hhs and housing and urban development. and one of those engagement strategies is trying to make sure there is outreach to the individual military member and their family member in some ways to make sure that they are employed, as dr. karlin indicated, and that they have the kind of support services around them that they need. many of the family members don't really know what to do. in other words, someone comes back into the house, they feel ... everyone's, you know, maybe angry, there's a lot of adjustment going through, they're not quite sure how to approach the discussion. what happens is that they may have some financial problems, they might not be able to get a job, so all of these homelessness programs, as dr. karlin indicated, are looking at not only housing issues, but also supported employment opportunities and also family support oppor
