i want to welcome you on behalf of abag, mtc, and hud. community housing partnership provides permanent supportive housing to homeless individuals and families here in san francisco. we have over 1000 units of housing, and this is our newest property that just came online. 120 individuals who are either living on our streets or in institutional care here in san francisco are now housed here and have a home. they have open space to the have committed the amenities, and they have services to stabilize their lives in bill a platform so they can be self-sufficient of the planning that went into this project to ensure that it is within a transit corridor, then a head job opportunities, all of the property management staff here where individuals were -- to work rather low- income or formerly homeless themselves. this kind of coordination is what grant will -- is what the grant that we will discuss today will show. when we have good information and community input come together, we couldn't build housing for 120 homeless individuals in hayes val

. >> of the hud helping. and then you also said that in school, school, really recognize the homeless and provided the services. >> yes. >> i think that's been mentioned a couple of times. we're trying to, we've already worked with the schools in the definition there. we are really trying to move this into the health and human services, hud, to provide such help. why do the school seem to have the ability to help homeless? >> at schools, the teachers will be able to recognize certain students, and no representative from hud knew my situation and i wouldn't tell them if they asked, because i didn't know this person. but at school unfamiliar with the teachers. the teacher asked and show genuine concern, i will share information. >> thank you. and then, rumi come you testified and found safe harbor. could you tell us more about safe harbor and how you got into that and what it means to you? >> well, me and my mom came in and ask for a place to stay, and they gave -- first we're in the emergency side for a little

, and our regional administrator, to represent hud here. i want to ask you to please give a very, very warm reception to the regional administrator from epa. please, sir. [applause] >> thank you to leader pelosi. most of the things that you look around and see in san francisco would not have been done without the amazing amount of work that she does for the city and county of san francisco. it is an amazing privilege to be on the panel with her today congratulations to mayor lee for his recent appointment and to everyone else here on this exciting day. i used to work just next to city hall and run my bike down mcallister every day for nine years, so i saw this place going up. what it really tells us is that you can do all the great things we heard at the beginning. for 120 formerly homeless people, you can do it in a way with no additional parking. it followed a green point rating system. it internalized many of the values that san francisco holds tier, which is bringing transportation planning, housing, and the environment together in one.

i cannot help to access hud services. she was not homeless according to hud. another is a mother, a veteran with a high school son living in a hotel in a hat -- in a terrible neighborhood was not even a microwave or refrigerator. his son -- her son said this life is for the birds, not humans. they are not homeless according to hud. i hope a change in definition would allow the centennial to provide services to children and youth i served. however, after reading the regulations and the documentation requirements, i realized the new definition will not make any difference for the vast majority of my family's and youth. for example, it will be impossible for a double but family to provide verification from the host family about how long they can stay, how many times they have moved or confirming they are staying there at all. host families do not want to admit to any agency of that they have two families in their apartment when their lease and occupancy indicates one family. i have seen families evicted from hud-subsidy housing for going over the occupancy limits

hud, dot, and epa coming together to work with all of our communities. all of the community organizations have been identified. i already know that there are probably several more that we forgot to mention. i know that spur was working with us as well. individuals spend some good quality nights writing the application, making sure it reflected the strong collaboration. because i think that is -- leader policy, that is what makes san francisco so special to you know that as much as i do. when people come together with a good cause and then they speak to everybody and they get the best ideas, and collaborate, there are no boundaries as to what we can do. i am excited because it is not just the $5 million that we are getting. it is what that money will leverage with everything else. in fact, it immediately will leverage the local dollar is pretty awesome making the commitment that we're going to use this money and the rigid with other monies that we have to make the planning process even more vigorous, more complete, more inclusive, so that we can get the b

mba recommended these steps and commends hud and fha for taking these necessary measures. in order to reduce taxpayer exposure and strengthen fha for the long term, these measures are working. they are allowing fha to weather the economic downturn and putting it on track to raise its capital reserves above the 2% level mandated by the statute. the change in premiums alone has been largely credited by the actuaries for raising fha's total cash plus investments by $7.7 billion. while the steps have proven successful, fha is not out of the woods. the actuary report found nearly a 50% chance that fha's capital ratios could slip below zero potentially requiring a capital infusion from the treasury. another recession or a drop in home prices could be a tipping point that causes greater losses for fha. what can we do to help fha emerge healthy? we can start by getting the qualified residential mortgage rule right. as it's currently proposed, the rule would require a 20% down payment to obtain while fha requires just a 3.5% down payment. the qrm definition appears to conflict dire

us in san francisco, we learned very quickly about the great program that was had back in the early hud days. i talk in the past since because i predict they will not be around in the future. they have been chopped off at the knees so much. but we learned that we can actually take a program, redefined it a bit, and then build it from the community perspective so that hope sf is our hope to our public housing residents. for us, it, it's in some of -- eight of our worst housing developments of the city and it is an investment from our city. we have under mayor newsom invested $95 million of our own money not to just read build the housing, but to give it the spirit in which people wanted their lives, living along side of the people in mixed income. so we are rebuilding those communities, not just the physical part of the buildings, but in mixed views, mixed income developments. in developments where the residents actually participate in the design and building of those developments and they are actually trained. as we recently received a grant for $30.5 million, when we demonstrated that,

it was really only a matter of months after his inauguration that this collaboration was formed with hud, the department of transportation, and the epa. so i want to acknowledge secretary donovan, administrator jackson -- is that the word we use? administrator. and of course, secretary lahood, as well, for their responsiveness in getting this going. it was not long a time after, san francisco can be the beneficiary. but it is no accident that we would be a leader, an adult -- a model to the country, having an initiative of national significance right from the start. collaboration, regional collaboration -- dave is gone but i am not taking attendance, but i was referencing him. but, steve, you know that early on if the mtc said we have to think regionally. we have to take our best shots. we have to help each other. and that collaboration among the bay area has served us very well. it was actually written into one of our -- into the transportation bill, a long time ago. so the san francisco bay area, once again, in the league. in the private sector that the mere reference, the low-income h

we are recipients of a hud grant, community choice program ground to rebuild our alice griffith one of the hardest areas of our city and toughest of our public housing developments. if you look at years ago, it was -- it was very high in the statistics in twain -- 2009 of all the shootings and gang recruitment. we are going to rebuild that housing with those neighbors on site and residents of alice griffin participating in the building of their housing. that is how you get strong communities. that is how even our chief says the other programs aren't worki working, your job will be 10 times harder. so building strong communities in my opinion will contribute a long way to prevention and we are fortune with leader pelosi and feinstein to get that grant in the right way. one reason they chose us is because of the integration we have working directly with the residents who have been victimized many years. they get to build their housing with us as a partnership. >> just one final comment. the a.g. is on her way up. one thing we're trying to do on the federal level is to have the various fe

our ultimate goal is to insure that homeless children and youth are eligible for hud homeless housingcenter on family homelessness released a report revealing that one out of every 45 children in the united states is homeless. the department of education reported that student homelessness is on the rise, there are nearly one million homeless children in the united states. and these statistics are absolutely unacceptable. our subcommittee will work to identify the federal red tape that is standing in the way of local providers who are helping homeless children and youth to increase what they can do. we will pursue reform measures that break down those barriers. one such reform measure, h.r. 32, our subcommittee will likely consider when we come back in 2012. with that, i would recognize the gentleman from missouri, mr. cleaver, for opening statement. >> thank you, mad call -- madam chair. i would like to, first of all, extend a very warm welcome to the two young men and four young women who are testifying before this committee, and you are having an experience that hardly any other ind

i love jack kemp on hud policy. in, he democratically expanded hud policy. >> 2/3 of iowans four years ago wanted somebody else. obama, by the way, won with only 38% of the vote. >> there's a new "boston globe" poll out that shes mitt romney with 39% support in new hampshire. so right after iowa comes new hampshire and romney sort of staked his claim on that state. and the 39% has romney, you know, way above the next challenger, newt gingrich at 17%. the reason this is meaningful beyond hiss huge lead is because there's been so much complaining that romney can't break the mid 20s, he can't get support above 25%, and that means he's lukewarm, the support in the republican party just isn't there. is this a meaningful break through? >> only in that if he can't break 25% in new hampshire, he is done. >> yeah, right. >>s the helpful to him, but i don't think it says -- >> if he doesn't well in iowa, i think he'll crack maybe 40% or 50%. the other thing about polling in new hampshire, under new hampshire rules, npt indepe

there were some and that the hud program was designed also, to let off some steam and deal with the retirement issue. it had the added benefits. but i have doubts about expanding this to 65. i think we have done the pilot program and it has served us the main goal that we were after as i understand it, to see if we can get to a permanent program of transferability to everyone. i understand staff is proposing 65 for some of the driving reasons that we have talked about, some of the disability reasons we have talked about, and to give us a little more comfort, it will work as we spend the next few months getting a permanent program on. i would not favor extending it passed what staff is recommending. i think we need stability, we have many medallions left, we have to have a way to deal with people on the waiting list. i agree that some of the speakers that proposition k has failed. but we have an obligation to those people, as well. we take away our ability to deal with people on the waiting list. and time that we have been told to turn over every rock, he really limit our ability to recognize r

speak with hud-approved housing counselors free of charge at...he obama administration is asking congress to raise the country's debt ceiling by $1.2 trillion. let's bring in cnn's congressional correspondent dana bash, who joins us from washington. dana, this wasn't entirely unexpected. is the administration going to face the same obstacles that it saw this summer in getting it approved? >> ali, the answer is no. no doubt that the debt ceiling will be raised and it will happen without the flail-biting political drama we saw in the summer because at the end of the that debt debacle, fair to say it was a debt debacle, the debt ceiling will go up with no economic disruption and in a way that spares these politicians in both parties the political pain of voting for more spending in an election year and what the law says is that if the treasury department determines that the u.s. is within $100 billion of the debt limit, the president has to ask congress for an increase. but here's the catch. congress only has to disapprove about that and has 15 days
